Chinese Petroleum and Petrochemical Enterprises Hold Talks with Kyrgyzstan on Refining and Cross-Border Oil Pipeline Cooperation

en.Wedoany.com Reported - Kyrgyz Deputy Prime Minister and Minister of Water Resources, Agriculture and Processing Industry Elist Akunbekov recently met separately in Beijing with Dai Houliang, Chairman of China National Petroleum Corporation (CNPC), and Hou Qijun, Chairman of China Petrochemical Corporation (Sinopec). The two sides held consultations on cooperation areas including oil refining, oil and gas exploration and development, cross-border oil pipeline transportation, and border oil storage facilities.

The talks focused on the construction of an oil refinery within Kyrgyzstan. The two sides also discussed cooperation on local oil and gas resource exploration and development, as well as the construction of an oil pipeline crossing the China-Kyrgyzstan border for transporting petroleum products. The relevant projects are still at the consultation and scheme study stage, and publicly available information has not yet disclosed the planned refinery capacity, project investment amount, pipeline length, or route alignment.

Border storage and transportation facilities were also a key topic of the talks. The two sides studied the feasibility of building oil storage facilities near the two border crossings of Irkeshtam and Torugart. The Kyrgyz side hopes to shorten the cross-border transportation and transit distance for petroleum products by placing oil depots near the border crossings, reduce supply chain logistics costs, and improve the stability of domestic refined oil product supply.

The Kyrgyz side stated that the consultations with CNPC and Sinopec were mainly focused on ensuring a stable supply of domestic petroleum products. Currently, Kyrgyz enterprises are separately advancing regular petroleum product supply agreements with the two Chinese energy companies, and representatives of Kyrgyz enterprises also participated in the relevant business negotiations as part of the delegation.

In terms of project structure, the cooperation discussions have covered multiple links: upstream exploration and development — refining and processing — cross-border transportation — border storage and transportation — refined oil product supply. If the subsequent projects are implemented, a relatively complete oil and gas industry chain cooperation framework will be formed. At present, the nodes most worth continuing to track are whether the refinery scheme enters the feasibility study stage, whether the route and transportation scale of the cross-border oil pipeline are determined, and whether site selection and investment approval are initiated for the two border oil depots.
