China Harbour Wins S$404 Million Singapore Viaduct Project
en.Wedoany.com Reported - Recently, the Land Transport Authority of Singapore announced the contract award results for Phase 2 of the Tuas Road Viaduct project. China Harbour (Singapore) Engineering Pte Ltd was awarded Contract RC218 for the Tuas South Avenue Viaduct, with a contract value of S$404.4 million. The works mainly include the construction of a new vehicular viaduct, as well as ground road reconstruction, drainage system upgrades, and related ancillary facilities, with construction scheduled to commence in early 2027.

Contract RC218 is part of Phase 2 of the Tuas Road Viaduct project. A total of 3 civil engineering contracts were awarded under this phase, with a total value of approximately S$1.2 billion, covering Pioneer Road, Tuas South Avenue 3, and Tuas South Avenue. Among them, the Tuas South Avenue 3 Viaduct contract was awarded to China Communications Construction Company Limited (Singapore Branch) at S$430.3 million; the Pioneer Road Viaduct contract was awarded to Singapore's Hwa Seng Builder Pte Ltd at S$381.6 million.
Phase 2 of the Tuas Road Viaduct project will extend the existing viaduct at both its eastern and western ends. On the western side, it will connect to Tuas Port via Tuas South Avenue 3 and Tuas South Avenue; on the eastern side, it will link to the existing road network via Pioneer Road. Upon completion, the existing viaduct and Phase 2 will form a continuous elevated road corridor connecting the Ayer Rajah Expressway, the Pan-Island Expressway, Pioneer Road, and the Tuas South industrial area.
According to the plan announced by the Land Transport Authority of Singapore, the completed elevated road corridor will bypass 18 at-grade road intersections and will handle part of the freight and commuter traffic demand of Tuas Port and the surrounding industrial areas. The Tuas area is advancing the centralization of port container operations and supporting industrial development, and the Phase 2 viaduct will connect with the port area road system.
Construction is planned to commence in early 2027, with phased completion from 2032 onwards. During construction, traffic arrangements on Tuas South Avenue 3, Tuas South Avenue, and Pioneer Road will be progressively adjusted according to the progress of works, with temporary diversions and lane closures arranged for some sections. The Land Transport Authority will set up temporary bus stop waiting facilities, pedestrian passages, and other traffic ancillary facilities based on the construction impact.
China Harbour (Singapore) Engineering Pte Ltd has previously participated in the construction of two stations on Singapore's Jurong Region Line. The tender number for Contract RC218 is LTA000ETT25000099, with the tender announcement issued on October 16, 2025, and the tender closing date on March 26, 2026. Government procurement records show that the project was awarded on September 29, 2026.
