en.Wedoany.com Reported - On October 12, UK electrolyzer manufacturer ITM Power announced that its green hydrogen project development and operations subsidiary Hydropulse has signed cooperation terms with a European refining company to develop a 150 MW green hydrogen production project. The project plans to use ITM Power's Alpha series water electrolysis hydrogen production equipment to produce green hydrogen on-site at the refinery, and the two parties intend to establish a 10-year cooperation arrangement, with the goal of starting hydrogen production in 2029.

The project is planned to adopt a build, own and operate (BOO) model, with Hydropulse responsible for the construction, asset ownership and operation of the hydrogen production facilities, and supplying hydrogen to the refining company through a long-term agreement. The refining company plans to provide the project site as well as utilities including electricity. The two parties are currently jointly advancing front-end engineering design, and have not yet disclosed the name of the refinery, the specific construction location or the project investment amount.

Hydropulse is in discussions with banks regarding project-level financing, and plans to support the investment in hydrogen production facilities through external financing. According to the timetable announced by both parties, the project plans to make a final investment decision in 2027, then proceed with construction, and start green hydrogen production in 2029. Formal investment and construction still depend on the implementation of subsequent commercial agreements, engineering design and financing arrangements.

The Alpha electrolyzer platform to be adopted was developed by ITM Power and uses proton exchange membrane water electrolysis hydrogen production technology. ITM Power established Hydropulse in June 2025, focusing on investment, construction and operation of distributed green hydrogen facilities for industrial users. Its business covers the German, UK and Nordic markets, and is based on long-term hydrogen offtake agreements as the foundation for project commercial arrangements.

ITM Power Chief Executive Officer Dennis Schulz said that if this cooperation is further converted into a formal agreement, the 150 MW project will become the company's largest commercial commitment to date. The two parties will continue to advance engineering design, commercial term negotiations and project financing work until the final investment decision.
