en.Wedoany.com Reported - On 20 October, Newcastle City Council in the UK published a preliminary market consultation notice for a new housing framework agreement, intending to procure works through a framework with a total value of approximately £220 million over an 8-year term to build more than 700 social rented homes across multiple sites in the city. The project covers small-scale residential development, infill construction on vacant urban sites, modular housing and precast panel housing, and includes site preparation, municipal infrastructure, and architectural design works. The framework is planned to commence in April 2027.

This procurement framework targets residential development sites of varying scales across Newcastle, with small housing projects planning 4 to 10 homes per site and infill development projects planning 11 to 20 homes per site. In addition to the main residential construction works, the scope includes land remediation, site clearance, preliminary works, supporting infrastructure and related architectural design services. The Council plans to incorporate modern methods of construction into the procurement scope, involving modular building and precast panel housing systems.

The Council is seeking views from main building contractors, small and medium-sized residential construction firms, modular building manufacturers, civil engineering contractors and architectural design consultancy teams, focusing on gathering feedback on contractor capacity, construction organisation methods, supply chain resources and framework procurement structure. The relevant procedures are being conducted in accordance with the UK Procurement Act 2023, and the process has not yet reached the formal tender or contractor selection stage.

The proposed framework term runs from 1 April 2027 to 31 March 2035, with an estimated procurement ceiling of £264 million including VAT. On 20 October, the Council held an in-person supplier engagement event at Newcastle Civic Centre and made the market consultation materials available through the OPEN electronic procurement platform. The final framework structure and implementation arrangements remain subject to subsequent approvals.

Newcastle City Council previously announced on 25 August that it had secured £141.4 million in funding support from Homes England to build 966 new council homes over the next ten years. This framework procurement for more than 700 homes forms part of the Council's new housing programme, and the procurement scale is accounted for separately from the previous government grant amount.
