en.Wedoany.com Reported - On November 1, New Zealand Rail Minister Winston Peters and Regional Development Minister Shane Jones announced that the Regional Infrastructure Fund (RIF) will provide a NZ$3.4 million loan to Mainland Rail to support a 12-month commuter rail trial in Christchurch. The trial is scheduled to begin in mid-2027, with trains running during morning and evening peak hours connecting Rangiora (north) and Rolleston (south) to central Christchurch.

The loan covers half of the trial costs, with the other half contingent on funding confirmation from local councils and letters of support from mayors. Of the total project cost of NZ$3.4 million, the RIF loan accounts for half, and the remaining NZ$1.7 million must be jointly funded by the Christchurch, Selwyn, and Waimakariri district councils. The trial's continuation is conditional on the three councils confirming their respective funding shares and the three mayors submitting letters of support to the government. Mainland Rail must complete planning processes with local councils, the rail regulator, and KiwiRail, with the specific start date to be announced closer to the time.

The trial's operating budget and revenue structure have been confirmed. The operating budget for the 12-month trial is NZ$6.8 million, of which passenger fares are expected to cover approximately half, with the RIF loan and local council funding covering the remainder.

Rail travel time from Rolleston to the city center is estimated at under 20 minutes, a significant reduction from 50 minutes by road. This is the core quantitative indicator of the trial's transport efficiency, corresponding to morning and evening peak commuting scenarios. The rolling stock for the trial comes from former Auckland Transport commuter carriages already purchased by Mainland Rail, which the company has transferred to the South Island.

The same loan also covers the regularization of the Mainlander long-distance train. The Mainlander currently operates as a monthly scenic excursion service, and the loan will support its conversion to a regular scheduled service, calling at Christchurch, Ashburton, Timaru, Oamaru, Dunedin, Gore, and Invercargill. The restored Mataura railway station is planned to reopen by the end of 2027, at which point the Mainlander is expected to resume stopping at the station.
