en.Wedoany.com Reported - On 31 October, The Society of Merchant Venturers (SMV) submitted an outline planning application (reference 26/02040/OUT) to Basingstoke and Deane Borough Council for the construction of a logistics unit (B8 use) with ancillary uses and associated infrastructure works on land northwest of the A30, near Junction 7 of the M3 motorway. According to the application documents, all matters other than the A30 vehicle access are reserved for subsequent stages.

The application site is located in Dummer, along Winchester Road, with a site area of approximately 21.6 hectares and a logistics building area of approximately 57,000 square metres. SiteLens classifies the application as "Major," with an estimated investment exceeding £20 million. As layout, appearance, landscaping and other matters beyond access are reserved matters, the steel frame, cladding and groundworks packages will enter the procurement phase after the reserved matters are approved. SMV had previously submitted an environmental impact assessment screening opinion request (reference 26/01049/ENS) for the site on 20 May 2026; this outline application marks the transition to the formal approval stage following completion of that preliminary procedure.

The locational logic of the application site directly corresponds to the transport requirements of B8 use. The A30 forms the southeastern boundary of the site, the M3 lies to the south and east, and Junction 7 provides the primary access to the strategic road network. The 2025 Economic Needs Assessment Update for Basingstoke and Deane sets the logistics space requirement for the plan period at 177,000 square metres; Policy SPS1 requires this need to be met through net additional floorspace, with a target of no less than 177,000 square metres for the logistics component. The 57,000 square metre scale of this application represents approximately one-third of that target.
