en.Wedoany.com Reported - On November 2, Karnataka Minister for Greater Bengaluru Development Krishna Byre Gowda chaired a meeting at the Vikasa Soudha government building in Bengaluru, directing relevant departments to integrate Transferable Development Rights (TDR) applications, review, certificate issuance, and subsequent transactions into a unified digital platform. The system covers the Greater Bengaluru Authority (GBA) and the Bangalore Development Authority (BDA), and the software is expected to be operational approximately 10 days after the directive is issued.

This digitalization initiative targets Bengaluru's current TDR land development rights management process. Under local regulations, when the government acquires private land for public works such as road widening and new road construction, landowners can surrender their land in exchange for TDR certificates representing development rights, and subsequently use the additional development rights on other plots that comply with planning regulations, or transfer the certificates to real estate developers. This mechanism provides a non-cash form of land compensation for public road construction.

The new platform will record road information and property ownership data for each affected parcel of land, and conduct online verification of application materials, land information, and each approval stage. Eligible applicants can obtain TDR certificates online, and the platform will also register certificate purchase and sale transactions and final usage, creating a complete record from land information entry and rights determination to certificate issuance, transfer, and use.

Previously, Bengaluru's TDR operations relied on paper-based document circulation for an extended period, lacking a unified tracking mechanism for application progress, and transparency in certificate review, issuance, and subsequent transactions was insufficient. At the meeting, Gowda noted that opaque processes and the lack of effective tracking have generated dissatisfaction among landowners and the public, and have also weakened the practical role of the TDR mechanism in land acquisition for infrastructure. Once the new platform is operational, landowners and applicants can check application progress online, and GBA and BDA will also be able to monitor certificate issuance, transfer, and usage through unified records.
