Wedoany.com Report-Sept. 9, Tower Hamlets Council in the UK has approved the redevelopment of Orchard Wharf, a long-unused site on the north bank of the River Thames in London. The site, safeguarded for wharf use but inactive since the 1990s, will be transformed into a mixed-use development featuring affordable housing, student accommodation, and renewed freight activity by river.

The residences will include 65 family properties and 21 wheelchair-accessible units.

Kabir Ahmed, Tower Hamlets Council’s cabinet member for regeneration, inclusive development, and house-building, stated: “The scheme responds directly to London’s acute housing pressures, offering high-quality, tenure-secure homes for our residents. The homes on the site are 100% affordable and include 65 family-sized homes that are much needed in our borough. This is the latest major redevelopment that we’ve approved in Tower Hamlets, and it will transform this vacant site into a vibrant new neighbourhood and create many new opportunities and jobs.”

The redevelopment plan includes 208 affordable homes across two riverside buildings, 1,365 student units distributed among five blocks, and 526m² of commercial space along Orchard Place. Public features will include new landscaping, pedestrian routes to the river, and public realm works to enhance accessibility and community use.

Of the affordable housing units, 70% will be offered at Tower Hamlets and Mayor of London Affordable Rent levels. The allocation includes 65 family-sized homes and 21 wheelchair-accessible properties. All homes are designed to meet minimum space standards and will incorporate podium gardens, private outdoor areas, and views of the Thames and East India Dock Basin.

The broader scheme features seven buildings ranging from eight to 24 storeys in height. Alongside housing and student accommodation, the development will retain its safeguarded wharf status with a Wharf Box logistics facility at ground level to facilitate freight operations. This will allow Orchard Wharf to contribute to London’s low-carbon transport objectives by supporting river freight and last-mile deliveries using low-emission vehicles.

The development is designed with a car-free approach, aligning with sustainability goals set out in the London Plan. In addition to residential and logistics functions, the scheme is expected to generate employment opportunities during construction and after completion, further contributing to the borough’s economic growth.

By combining affordable housing, student accommodation, commercial space, and sustainable freight facilities, the Orchard Wharf project aims to address housing needs, support education, and reinforce London’s commitment to low-carbon urban development. The redevelopment is positioned to turn a long-vacant riverside site into a dynamic neighbourhood, enhancing the local community while supporting environmental and economic objectives.
