Gansu, China Promotes Green Mine Construction, Sets Clear Three-Year Quality and Efficiency Improvement Goals

Wedoany.com Report on Feb 2nd, 17 departments including the Gansu Provincial Department of Natural Resources jointly issued the "Gansu Province Green Mine Construction Quality and Efficiency Improvement Three-Year Action Work Plan," aiming to comprehensively promote the green and high-quality development of the mining industry. The plan specifies specific construction goals and multiple support and safeguard measures to be achieved by 2028.

According to the plan, Gansu Province has set clear quantitative targets: by the end of 2028, strive for 90% of licensed large-scale mines and 80% of medium-sized mines in the province to meet green mine standards, and encourage small-scale mines to actively participate in the initiative. Simultaneously, the plan aims to cumulatively build 18 intelligent green mines, promote a batch of mines to implement informatization and intelligent transformation, achieving dual improvement in both the quantity and quality of green mines.

To achieve the aforementioned goals, the plan deploys multiple key tasks and safeguard measures:

First, strengthen technological innovation, encourage mining enterprises to increase R&D investment, and cultivate new quality productive forces in the mining sector.

Second, implement tax incentives, providing preferential policies such as value-added tax and resource tax for eligible enterprises. Mines on the designated list selling low-grade mineral products (except gold) may be exempt from resource tax.

Third, implement strict dynamic management. Random inspections and verifications will be conducted on no less than 10% of green mines using the "double random, one public" method. Special on-site inspections will be conducted for sand, stone, and soil mines every three years. The management system will be improved to achieve full-process online control.

The introduction of this plan marks that Gansu Province's green mine construction has entered a new stage of systematic advancement, focusing on quality and efficiency improvement.
