Project Title: Provision of Monitoring, Geotechnical Supervision, Control and Consulting Services for Railway Infrastructure Managed by the General Directorate of Collective Transport Infrastructure Procurement Reference Number: 551d7c87-af1e-4517-9e53-7725fef4f1a0 Internal Reference: A/SER-033009/2025 Procuring Entity: Housing, Transport and Infrastructure Committee of the Autonomous Community of Madrid Project Overview: This contract aims to provide the General Directorate of Collective Transport Infrastructure with comprehensive technical consulting services and engineering support to ensure the long-term safety, stability, and efficient operation of the railway infrastructure under its management. Scope of Services: Covers five core areas: geotechnical and structural monitoring, construction and operation supervision, technical coordination, strategic consulting, and technical information management. Specific Content: Monitoring and Supervision: Long-term geological and geotechnical monitoring, inspection, and data analysis of railway infrastructure (roadbed, bridges, tunnels, slopes). Technical Coordination and Control: Technical supervision, quality control, and progress coordination of contractor work for infrastructure maintenance, renovation, or new construction projects. Comprehensive Technical Consulting: Provision of full-range professional technical advice during all stages: planning, design, construction, operation, and asset management. Specialized Studies and Reports: Preparation of feasibility studies, technical reports, and solutions for specific engineering needs without pre-existing designs. Document and Information Management: Systematic management, digitization, and structuring of technical documentation, monitoring data, and asset information. Contract Duration: Base service period is 36 months, with a maximum possible duration of up to 60 months including renewal options. Place of Service Performance: Madrid City, Autonomous Community of Madrid, Spain. Type of Procurement Procedure: Open tender (non-accelerated procedure) Qualification and Exclusion: Complies with EU Directive 2014/24/EU. Exclusion grounds are detailed in the procurement documents. This project is not covered by the Government Procurement Agreement (GPA). Form of Bidder Consortium: Permitted and stipulated that if a consortium wins, a temporary joint venture must be formed. Evaluation Criteria: Economic Criteria: 49% Quality Criteria: 51% Professional Technical Qualifications: The service team must possess senior engineers and experts in civil engineering, geotechnical engineering, railway engineering, etc., holding corresponding professional qualifications recognized in Spain or the EU. Methods and Tools: Must employ industry-recognized advanced monitoring technologies (e.g., automated sensing, drone inspections), analysis software (e.g., structural analysis, BIM tools), and project management methodologies. Quality and Compliance Standards: All service deliverables (reports, recommendations, supervision records) must comply with relevant Spanish and EU technical specifications, safety regulations, and industry best practices.
