Description

Project Name: 2026-2027 Expressway Surveillance System (Ring Road Section) Front-End Equipment Maintenance Service Procurement Project

Budget Amount: 1,552,600.00 Yuan

Maximum Price Limit: 1,552,600.00 Yuan

Operation and Maintenance Model: Semi-managed O&M model. Main materials are provided by the purchaser, while installation, commissioning, and costs for other materials are the responsibility of the winning bidder, who shall not charge additional fees.

O&M Scope: The project covers three major subsystems of the Expressway Surveillance System (Phase I) Ring Road Section: Front-End Subsystem, Communication Transmission Subsystem, and Low-Voltage Power Distribution Subsystem.

Detailed O&M Objects:

Front-End Subsystem: Includes 6 types of video surveillance equipment (Type 1-6 points, totaling 98 points), F-type and gantry LED variable message signs (5 in total), meteorological visibility detection equipment (6 sets), traffic safety signs (35 units), IP broadcasting equipment (not yet constructed), and related poles, foundations, etc. Equipment brands include PointGrey, Waylighter, Hikvision, NewHeng, SICK, etc.

Low-Voltage Subsystem: Includes 14 low-voltage power points, 13 UPS power points (brand: EAST), and external equipment power supply lines, cables, distribution boxes, etc.

Transmission Subsystem: Includes fiber optic links (approx. 10.8km from Ring Expressway to the Provincial Traffic Management Bureau, approx. 86km along the entire Ring Expressway), data transmission network equipment (switches, OLT, ONU, primarily H3C brand), and related accessories.

Core O&M Service Content:

Daily Remote Inspection: 7x24 monitoring of front-end equipment and transmission network, recording equipment status, and notifying field personnel within 30 minutes upon fault detection.

Data Analysis: Daily data analysis, weekly checks on vehicle capture rate, license plate recognition rate, event false alarm rate, etc., and monthly submission of data analysis summary reports.

Monthly On-site Inspection and Maintenance: Perform at least one inspection and professional cleaning/maintenance for all external equipment, room equipment, lines, poles, foundations, lightning protection grounding, inspection wells, etc., and establish maintenance records.

Fault Handling: Must self-prepare sufficient spare parts. Faults are handled via three types of processes: those not requiring main materials, those requiring main materials, and traffic accidents/theft. Fault handling records must be established.

Security Patrol: Conduct security supervision of all equipment facilities, optical cables, and electrical facilities along the entire route, and fill out daily security patrol record forms.

Emergency Support: Provide 24-hour emergency support for public security tasks, emergencies, etc. Respond and arrive on-site within 30 minutes for theft or vandalism incidents.

Other Technical Services: Coordinate with original manufacturers for professional services; provide 7x24 technical support; annually calibrate overspeed capture equipment data and issue national metrology test reports; implement equipment relocation as instructed.

Fault Handling Timeliness Requirements:

Faults Outside Expressway: Respond within 30 minutes, arrive on-site within 2 hours, restore general faults within 5 hours, maximum not exceeding 48 hours for special circumstances.

Faults Inside Expressway: Arrive on-site within 2 hours during daytime; for faults outside working hours, arrive before 9 AM the next working day. Restore general faults within 5 hours; restore faults not requiring extensive safety measures within 12 hours; maximum not exceeding 48 hours for special circumstances.

Hierarchical Response and Recovery Time: Level I (system crash) restore within 10 hours; Level II (partial component failure) restore within 12 hours; Level III (system error) restore within 24 hours; Level IV (general issue) restore within 48 hours.

Personnel Configuration Guarantee (Total 15 persons):

Project General Manager: 1 person, must possess a Level 2 Constructor Qualification (Mechanical & Electrical/Highway Engineering) and intermediate professional title (Mechanical & Electrical/Highway/Communications/Electronic Information/Transportation Engineering).

Field Operations Manager: 1 person, must possess a Level 2 Constructor Qualification (Mechanical & Electrical/Highway Engineering).

On-site Indoor Personnel: 1 person, responsible for remote inspection and data analysis.

Electricians: 3 persons, must hold a Low-Voltage Electrician Special Operation Certificate.

High-Altitude Operations Personnel: 3 persons, must hold a High-Altitude Installation, Maintenance, and Dismantling Special Operation Certificate.

Transmission Subsystem Maintenance Personnel: 2 persons, at least one of whom must hold a Computer Technology and Software Professional Technical Qualification Certificate.

Safety Officers: 3 persons, holding a C-class certificate.

Other Service Personnel: 1 person.

Personnel Stability: Personnel shall not be changed arbitrarily during the service period; any changes require the purchaser's consent.

Vehicle Configuration Guarantee (4 vehicles):

Aerial Work Vehicle: 1 vehicle, boom height not less than 13 meters.

Light-Duty Flatbed Truck (Yellow Engineering Vehicle): 1 vehicle.

Impact Attenuator Truck (Crash Truck): 1 vehicle, protection level not less than 100K.

Small Passenger Car: 1 vehicle.

Vehicle Requirements: Must provide vehicle registration certificate, invoice (if owned) or lease contract (lease must cover the O&M period); vehicles are for exclusive use in this project; must pass annual inspection; costs for additional vehicles in special circumstances are self-borne.

Equipment Configuration Guarantee: Must be equipped with safety helmets, reflective vests, safety cones (≥70cm), lane closure warning signs, lane change LED indicator boards, fiber optic testers, fusion splicers, and other professional tools and safety protective equipment. Procurement must be completed for inspection within 10 working days after issuance of the Letter of Acceptance.

Safety Guarantee Requirements: Must establish a work safety team, purchase insurance for all employees and vehicles covering the O&M period; lane closure operations require permits, limited to 9:00-17:00, single-point closure not exceeding 1 hour, work must conclude before 15:00 on Fridays and the day before holidays. Impact attenuator trucks must be configured for main lane closure operations; all operational personnel must wear uniform attire, safety belts required for high-altitude work; must sign a safety and confidentiality agreement with the purchaser.

Payment Method: Payment every two months. The purchaser shall pay within 10 working days upon receipt of a valid invoice from the supplier.

Exit Mechanism: The purchaser has the right to request the supplier to exit under the following circumstances: score below 60 points for two consecutive months or three cumulative months; causing significant economic loss (≥100,000 Yuan) or reputational damage to the purchaser due to supplier's fault; violation of confidentiality regulations; refusal to execute work instructions; failure to perform according to tender/bidding documents.

Service Period: One year, starting from March 26, 2026.

Subcontracting Prohibited: The winning bidder is strictly prohibited from subcontracting the O&M project.

Handover Requirements: Complete handover with the original service team and commence work within 10 working days after signing the contract.

Policy Adjustment: If the project needs to be transferred or reallocated due to policy adjustments, Party A has the right to transfer the contract rights and obligations. If Party B does not accept, Party A may terminate the contract at any time without bearing liability for breach of contract.

Liability for Breach of Contract: The supplier shall bear full compensation liability for losses caused to the purchaser due to the supplier's fault; disputes under the contract shall be submitted to the Chengdu Arbitration Commission for arbitration if negotiation fails.
