Project Name: 2026 Annual Road Infrastructure Maintenance and Repair Service Project for Xinglongtai District Procurement Method: Open Tender Package Division: This project is divided into 4 independent packages, demarcated by Shiyou Street and Xianghai Avenue, dividing Xinglongtai District into four quadrant areas. Suppliers cannot bid for or win multiple packages; they can only select one package for bidding. Package 001: Budget amount 6 million yuan. Service area: South of Shiyou Street, East of Xianghai Avenue. Package 002: Budget amount 13 million yuan. Service area: South of Shiyou Street, West of Xianghai Avenue. Package 003: Budget amount 5 million yuan. Service area: North of Shiyou Street, West of Xianghai Avenue. Package 004: Budget amount 4 million yuan. Service area: North of Shiyou Street, East of Xianghai Avenue. Main Service Content: Maintenance and repair of road infrastructure within the designated area of each package, including but not limited to daily maintenance, repair, emergency repair, and hazard removal for municipal facilities such as road surfaces, sidewalks, curbs, drainage facilities, inspection wells, and stormwater inlets, as well as other related tasks temporarily assigned by the purchaser. Quotation Form and Maximum Price Limit: This project adopts rate-based quotation. The maximum price limit is 95% of the audited amount. The rate quoted by suppliers must not exceed 95%; otherwise, it will be considered an invalid bid. The final settlement amount will be calculated based on the actual confirmed workload, multiplied by the winning bid rate applied to the financial audit settlement amount. Contract Performance Period: One year from the date of contract signing. If the annual assessment is qualified and both parties agree, the contract can be renewed for the next year's work according to Article 24 of the "Government Procurement of Services Management Measures". Payment Method: Payment based on quarterly workload confirmation forms. Specific payment timing depends on the availability of fiscal funds. Bidder Qualification Requirements (Detailed): Basic Conditions: Comply with Article 22 of the "Government Procurement Law of the People's Republic of China"; have the capacity to independently bear civil liability; possess a good commercial reputation and sound financial accounting system; have the necessary equipment and professional technical capability to perform the contract; have a good record of paying taxes and social security funds according to law; no major illegal records in business activities within the three years prior to participating in government procurement activities. Credit Record: Not listed on the "Credit China" website as a dishonest被执行人 (subject to enforcement for dishonesty) or a party involved in major tax violation cases; not listed on the China Government Procurement website as having a record of serious illegal and dishonest acts in government procurement. Specific Qualifications: Suppliers must possess a construction general contracting [Municipal Public Works Grade 3] (or above) qualification; suppliers must possess a valid work safety production permit issued by the competent construction administrative department. Project Manager Requirements: The proposed project manager must possess a Municipal Public Works (Registered Constructor) Grade 2 or above qualification certificate and a valid work safety production assessment certificate, and must not be involved in any ongoing project (a commitment letter stating the project manager is not involved in any ongoing project must be provided in the bid documents, format can be self-prepared). Consortium Bidding: Consortium bidding is not accepted for this project. Technical Personnel Allocation: After winning the bid, the supplier must allocate no less than 15 technical personnel with relevant expertise in municipal maintenance and repair, possessing rich practical experience. This must include at least a site supervisor and key trade personnel. Relevant certificates and a detailed personnel list must be provided to Party A for filing after winning the bid. Emergency Response Requirements: Party B shall ensure the relative stability of the emergency response team personnel. Upon receiving a maintenance or emergency hazard removal instruction from Party A, Party B's emergency team must ensure a response within 1 hour and arrive at the site to commence work within the time specified in the instruction. Dedicated Inspection Requirements: After winning the bid, a detailed "Daily Inspection Work Plan and Standards" must be formulated, specifying inspection frequency (e.g., daily/weekly/per road section), inspection routes, inspection items, hazard identification criteria, and inspection record requirements, and submitted to Party A for filing; a dedicated inspection team must be established, with no less than 3 designated personnel responsible for systematic daily inspections of municipal facilities within the contract scope, ensuring no blind spots and full coverage; upon discovering any facility damage, safety hazards, or other abnormalities during inspection, regardless of whether they fall within Party B's contractual maintenance scope, the inspection personnel must report the initial finding to Party A via the designated platform or method on the same day. Complaint Handling: Upon receiving a complaint notification, Party B must make contact immediately without delay or evasion. Provide complete, truthful, and accurate relevant materials, records, and explanations as required, and complete the maintenance and rectification work within the timeframe stipulated by Party A. Project Manager Performance of Duties: The project manager must track the project progress throughout, regularly reporting the project status to Party A. The project manager cannot be replaced without significant reasons and without the written consent of Party A. During the construction period, the project manager must be stationed on-site to perform duties and accept attendance checks and dynamic verification. Safety Responsibility: Safety issues and related costs during the construction period shall be borne by the maintenance team.
