Fleet Requirements:

Vehicle Type: Comfortable, safe, sightseeing-appropriate, and environmentally friendly coaches must be provided. The specific vehicle models (e.g., medium coaches, luxury buses) and quantity are to be determined based on estimated passenger flow.

Vehicle Standards: All vehicles must comply with current EU safety and emission standards, be in good condition, and be equipped with air conditioning, comfortable seating, luggage storage space, and necessary accessibility facilities.

Branding & Livery: Vehicles may need to be externally branded according to Renfe's specifications to maintain visual service uniformity.

Personnel Requirements:

Drivers: All drivers must hold valid Spanish (or EU-recognized) driving licenses for the corresponding vehicle category, possess extensive passenger transport driving experience, and have received basic tourism service etiquette training.

On-board Staff: Depending on service needs, bilingual tour guides or service assistants may be required to provide basic site introductions and passenger assistance.

Service Routes & Timetable: The winning bidder must work closely with Renfe to jointly develop detailed shuttle route maps, stop locations, and precise operating schedules based on the arrival and departure times of the tourist trains. The timetable must possess a degree of flexibility to handle special circumstances such as train delays.

Operational Safety & Insurance:

The supplier must develop a comprehensive safety operation management plan, including daily vehicle inspections, driver safety management procedures, and contingency plans.

Adequate public liability insurance and passenger insurance must be purchased, with Renfe named as an additional insured party.

Service Quality Monitoring: Service quality indicators must be established, such as punctuality rate, vehicle cleanliness, passenger complaint handling time, etc., with regular service reports submitted to Renfe. Unannounced on-site service inspections by Renfe are to be accepted.

Passenger Communication & Support: Clear passenger information services must be provided, such as clear signage and online timetable inquiries. The process for handling passenger inquiries and complaints must be efficient and professional.

Environmental & Social Responsibility:

The use of low-emission or new energy vehicles (e.g., electric, hybrid buses) is encouraged, and environmental measures should be outlined in the bid proposal.

Operations must comply with local environmental regulations, minimizing noise and impact on the community.

Contract Management: The winning bidder must appoint a dedicated project manager as the sole point of contact with Renfe's project lead, responsible for coordinating all operational matters.
