Description

Tender Reference: 78740-2026

Project Name: Nordland County Asphalt Works Contract 2026

Tender Type: Works

Procurement Method: Open Procedure

Divided into Lots: Yes (3 Lots in total)

Lot Description:

Lot 1: 18-2026-51 Central Nordland Asphalt Contract

Estimated Value: NOK 80,000,000 (excl. VAT)

Work Period: 18 May 2026 to 2 October 2026 (Contract period until 30 November 2026)

Core Tasks: Responsible for asphalt paving, rehabilitation, and maintenance works on designated road networks in the central Nordland region.

Subgrade and Base Course Treatment: Includes milling of existing pavement, subgrade leveling and compaction, laying and compaction of graded aggregate base or stabilized soil base.

Asphalt Surface Course Paving: Laying one or more layers of asphalt concrete, potentially including a binder course, base course (e.g., AC 32), and wearing course (e.g., AC 11 or SMA). Asphalt mixtures must comply with Norwegian standards (e.g., NAPA or European standard EN 13108 series).

Special Section Treatment: At intersections, bus stops, and steep gradients, high-performance asphalt or special treatments may be required to ensure rut resistance, skid resistance, and durability.

Ancillary Works: Curb laying or repair, drainage cleaning and repair, reinstatement of road markings (may not be within this lot's scope but coordination required), traffic management and temporary signage during construction.

Technical and Management Requirements:

Emission Control: Requirements for emission standards (e.g., Euro stage) for construction equipment, encouraging the use of low-emission or electric equipment.

Material Recycling: High percentage of milled material must be recycled into new asphalt mixtures.

Energy Efficiency: Encouragement of warm mix asphalt technology to reduce energy consumption and emissions.

Site Management: Control of dust, noise, vibration, and prevention of pollution to surrounding sensitive environments (e.g., water bodies, nature reserves).

Quality Management:

Must comply with the Norwegian Public Roads Administration's technical manuals and specifications.

Strict on-site testing and reporting of asphalt mixture temperature, paving thickness, compaction density, and smoothness.

Third-party laboratory sampling of materials may be required.

Construction Window: Work is primarily scheduled from 18 May 2026 to 2 October 2026, typical summer construction period in Nordic high-latitude regions to avoid extreme cold and snow/ice. Bidders must develop detailed plans to efficiently utilize the limited fair weather.

Services and Deliverables:

Document Delivery: Submission of construction method statement, quality assurance plan, environmental management plan, health and safety plan, detailed schedule.

Training and Warranty: May require provision of simple maintenance training for county council personnel and a defect liability period of at least 24 months, taking responsibility for the quality of the paved surface.

Lot 2: 18-2026-52 North Vesterålen Asphalt Contract

Estimated Value: NOK 65,000,000 (excl. VAT)

Work Period: 1 May 2026 to 2 October 2026 (Contract period until 30 November 2026)

Core Tasks: Responsible for asphalt road works in the North Vesterålen region.

Coastal and Bridge Approach Sections: Special focus on resistance to salt spray corrosion and waterproofing. Asphalt mixtures may require higher resistance to stripping.

Traffic Volume Adaptability: Design of different asphalt layer thicknesses and formulations based on road class (local roads, county roads).

Existing Pavement Assessment: Conduct more detailed pavement condition surveys to determine whether full overlay, milling and overlay, or spot repairs are needed.

Treatment of Hub Sections Connecting to Ferries or Tunnels: Ensure smooth transitions and structural stability.

Technical and Management Requirements:

Marine Environmental Protection: Strict control of construction waste, oils, and asphalt residues entering the sea. Requires use of special containment and collection equipment.

Minimizing Disruption to Fisheries and Tourism: Construction schedules must consider peak fishing and tourist seasons, reasonably arrange work timing and traffic diversion.

Logistical Challenges: Archipelago terrain may increase transportation costs and complexity for materials (aggregates, asphalt), equipment, and personnel. Bids must detail logistics plans, potentially involving sea transport.

Weather Response: The region experiences changeable, windy, and humid weather. Requires contingency plans for sudden weather changes to ensure uncompacted asphalt layers are not damaged by rain.

Services and Deliverables:

In addition to Lot 1 requirements, may require more frequent community communication reports to mitigate impacts on local residents and fishing activities.

Lot 3: 18-2026-53 North Lofoten/Ofoten Asphalt Contract

Estimated Value: NOK 50,000,000 (excl. VAT)

Work Period: 1 May 2026 to 2 October 2026 (Contract period until 30 November 2026)

Core Tasks: Responsible for asphalt works in the North Lofoten and Ofoten regions. This area is known for its spectacular scenery and tourism, with potentially more rugged terrain.

Refined Construction on Tourist Roads: For major tourist roads like the E10, higher smoothness and driving comfort are required. Construction must be rapid to minimize disruption to tourist traffic.

Mountainous Section Treatment: On sections with steep gradients and sharp curves, emphasis on using rut-resistant, skid-resistant asphalt formulations (e.g., modified asphalt).

Construction in Ecologically Sensitive Areas: Routes may pass through or near fragile alpine/fjord ecosystems, requiring extremely cautious construction methods.

Winter Damage Repair: The region experiences severe winters, necessitating treatment of more frost heave, cracking, and other winter damage.

Technical and Management Requirements:

Visual Impact Minimization: Material stockpiles and equipment parking areas must be discreetly located. Waste materials must be removed promptly.

Strict Noise and Dust Control: Near accommodation areas, campsites, and viewpoints, restrict construction to specific times or require the use of ultra-low noise equipment.

Biodiversity Protection: May require flora and fauna surveys before construction, avoidance of sensitive breeding periods, and installation of protective barriers.

Material Performance Requirements: Use of more durable asphalt surface layers with colors harmonizing with the natural environment (e.g., specific colored asphalt or exposed aggregate pavement).

Public Coordination: Requires development of extremely detailed and thorough public communication and traffic management plans, in close coordination with local tourism boards, transport authorities, and hoteliers,提前发布 construction information through multiple channels (websites, apps, road signs).

Services and Deliverables:

Enhanced Reporting: May require submission of environmental impact monitoring reports, tourist satisfaction impact assessments (indirect), social media communication logs, etc.

Flexible Schedule and Rapid Response: The contract may include clauses for schedule adjustments due to adverse weather or unexpected tourism events. Also requires rapid response capability to handle emergencies arising from construction.

Total Estimated Contract Value: NOK 195,000,000 (excl. VAT)

Lot Bidding Restriction: Each bidder may bid for a maximum of 3 lots and may be awarded a maximum of 3 lots.
