Project Name: Routine maintenance works for public roads, internal roads and ancillary facilities, and pavements in other municipal areas of Gubin Commune for the year 2026

Contract Type: Works Contract

Tendering Procedure: Basic mode (according to Article 275(2) of the Public Procurement Law)

Main Types of Works: Granite block pavement; Concrete paving stone pavement; Asphalt pavement; Gravel pavement; Pavement slabs; Repair of gully inlets and drainage facilities; Pothole patching and filling; Kerb adjustment, replacement or repair; Pavement repair; Road intersection pavement repair; Winter snow removal service.

Economic or Financial Standing: Submission of proof of funds or credit line from a bank or credit union, demonstrating possession of at least 50,000.00 PLN in funds or credit line, issued no earlier than 3 months before the bid submission date.

Technical or Professional Ability: Completion of at least the following types of works (with a cumulative value not less than 300,000.00 PLN) within the past 5 years (or within a shorter period if the company's operation period is shorter): road construction/renovation; or partial repair of asphalt pavement or construction of new asphalt roads; or partial repair of pavement slabs or construction of new pavements; or partial repair of gravel pavement or construction of new gravel roads; or partial repair of concrete block pavement or construction of new concrete block roads. Personnel with appropriate construction management qualifications must be assigned (possessing qualifications for managing road construction works).

Qualification Documents to be Submitted: Proof of funds or credit line from a bank or credit union (issued no earlier than 3 months); List of completed works (within the past 5 years), including type, value, date, location, client information and supporting documents (reference letters, etc.); List of proposed personnel, including qualifications, authorizations, experience, educational background and scope of responsibilities.

Grounds for Exclusion: According to Article 108(1)(5) of the Public Procurement Law, a declaration regarding belonging to the same capital group must be submitted; According to the Act of 13 April 2022 on Special Measures to Counteract Support for Aggression against Ukraine and to Protect National Security, bidders falling under relevant circumstances will be excluded.

Consortium Bidding Requirements: An authorized representative must be designated; Each consortium member must separately submit a declaration regarding non-applicability of exclusion grounds; A declaration according to Article 117(4) must be submitted, specifying the scope of works for which each member is responsible.

Contract Modifications: Permitted in cases of succession, legal succession, etc., to change the contractor; Permitted to replace key personnel (subject to the Contracting Authority's approval); In case of special circumstances unforeseen by the Contracting Authority, the total value of modifications shall not exceed 50% of the contract value.

Advance Payment: Not provided.
