Except for the first year, contract renewal procedures for the following year will be handled before the expiry of each service year based on service performance. Budget Amount: RMB 27,930,000.00. The planned budget allocation is: RMB 2,327,500 for 2026, RMB 11,637,500 for 2027, RMB 9,310,000 for 2028, and RMB 4,655,000 for 2029. The final amounts are subject to the approval of the financial department in the respective year. Service Period: The overall tender service period for the logistics zone comprehensive management service project is 3 years, adopting an annual contract signing model. Project Overview: The Guangzhou Nansha Comprehensive Bonded Zone (Logistics Zone Block) was formerly known as Nansha Bonded Logistics Center. The land is owned by enterprises, and public roads fall within the setback area of the landowners' red lines. This procurement project is for comprehensive management services of the logistics zone. Through government procurement of services, it aims to provide property management for customs supervision facilities, public supporting facilities, and public areas within the logistics zone, as well as logistical support services for customs. Service Content: Comprehensive Public Property Management Services for the Logistics Zone: Responsible for the daily maintenance, upkeep, management, and operation services of public parts of building structures, customs office facilities and equipment, public supporting facilities, roads, landscaping, streetlights, inspection platforms, etc. Bear the electricity and water fees for customs supervision facilities, public supporting facilities, and public areas within the logistics zone. Responsible for cleaning and garbage removal in public areas. Maintain traffic order in public areas. Cooperate in public area safety management and work related to typhoon, flood, and waterlogging prevention; responsible for procuring office supplies, sanitary products, and property management consumables for customs office spaces, customs inspection warehouses, and inspection platforms (procurement costs are included in the contract budget); cooperate with the District Commerce Bureau in investment promotion, reception, and research activities for the comprehensive bonded zone logistics zone; assist logistics zone resident enterprises in applying for the disposal of industrial and domestic waste materials exiting the logistics zone; manage the logistics zone gates, responsible for maintaining vehicle traffic order at the gates, ensuring power and network connectivity for gate booths, staffing with personnel for duty and container inspection, and implementing daily management of duty booths; cooperate with Guangzhou Port to provide container inspection services for vehicles entering the port area via the overpass. Other Management Service Items: Assist in fixed asset inventory, information platform management, and provide parking management services for vehicles awaiting customs declaration; provide on-duty and standby support services for customs clearance and inspection personnel; provide traffic support for customs inspections and patrols within the zone. Service Standards: Detailed standards are specified in ten aspects: comprehensive management, building management, use management of public supporting facilities, daily maintenance and upkeep, public area order/fire safety/traffic management, environmental sanitation management, customs logistical support, gate management, on-duty and standby support services for customs clearance and inspection personnel, and traffic support services for customs. Bidder Commitment: After winning the bid, the bidder must become familiar with port clearance operations, assist the District Commerce Bureau in communication and liaison with customs, and handle comprehensive coordination work related to port business and logistical support; cooperate in public area safety management within the logistics zone; assist the District Commerce Bureau in investment promotion for the comprehensive bonded zone logistics zone (a letter of commitment must be provided during bidding). |
