Mandatory Delivery Time Targets: E+1: 80% (Next Day Delivery Rate) E+2: 95% (Two-Day Delivery Rate) E+3: 100% (Three-Day Delivery Rate) Mandatory Bidder Qualification Requirements (Admission Threshold): Federal Network Agency Supplier Registration Certificate; Professional or Commercial Registration Certificate, or other document proving permission to engage in professional activity; Self-Declaration of Exclusion Grounds (Form 521 EU), covering various exclusion grounds stipulated in Sections 123 to 126 of the Act against Restraints of Competition (GWB), the Posted Workers Act (AEntG), the Residence Act (AufenthG), the Minimum Wage Act (MiLoG), the Act to Combat Illegal Employment (SchwarzArbG), the Supply Chain Due Diligence Act (LkSG), etc.; Declaration of Compliance with Tax and Social Security Obligations. Financial and Economic Standing Proof: Submission of a bank statement not older than 12 months, detailing the company's economic situation for the last 4 years, including minimum annual turnover, equity, receivables, payables, etc.; At least 2 currently valid reference certificates, particularly from comparable public contracting authorities for reference projects with similar business volumes, to assess the scope of services, method of service provision, and ability to perform on time and continuously during the contract period. Personnel Requirements: The names and professional qualifications of the personnel involved in contract execution must be provided in the bid documents.
