Implementation of Government Procurement Policies: This project is specifically targeted at procurement from small and medium-sized enterprises (SMEs). Bidders must provide the "SME Declaration Letter" (Service). Failure to provide or to fill it out according to the designated industry (Software and Information Technology Services) specified in the procurement documents will result in disqualification during the qualification review. Welfare enterprises for persons with disabilities and prison enterprises are regarded as micro and small enterprises and must provide corresponding declaration letters or certification documents.

Project Background and Strategic Positioning: This project is a core supporting supervision project for the national second batch of bio-jet fuel "whitelist" export pilot approved by four departments including the Ministry of Commerce.

Construction Objective: To conduct cross-departmental, penetrating, and intelligent supervision over the entire chain of bio-jet fuel, from "raw material procurement - production and processing - finished product warehousing - logistics transportation - port area operations - component testing - customs clearance - loading and shipping".

Development Period: All system software development, on-site installation, and debugging shall be completed within 30 working days after contract signing, followed by a trial operation period.

Trial Operation Period: 1 month.

Free Warranty Period (Operation and Maintenance Period): 1 year (calculated from the date of signing the acceptance report).

Obligation for System Upgrades During Warranty Period: Due to adjustments in superior policies, changes in business processes, customs supervision needs, network security inspections, etc., the winning bidder must provide system upgrades, data maintenance, and training services free of charge.

On-site Staff During Implementation: No less than 9 persons.

On-site Location: Building B, Binjiang Building, Zhangjiagang Bonded Zone.

Core Position Qualification Requirements:

Project Manager (1 person): Must possess an Information System Project Manager certificate.

Security Manager (1 person): Must possess a Certified Information Security Professional (CISP) certificate issued by the China Information Technology Security Evaluation Center.

Implementation Personnel (no less than 7 persons): Must possess certificates such as System Integration Project Management Engineer, Intermediate Software Designer or Software Tester, Intermediate or above Engineer certificate, etc.

On-site Staff During Warranty Period: 2 on-site service personnel (same location as above).

Supporting Materials: The bid documents must include personnel certificates (valid) and proof of social insurance payments made by the bidder for them. Otherwise, no points will be awarded for the corresponding scoring items.

Deployment Location: West Side Central Equipment Room, 4th Floor, Building B, Binjiang Building, Zhangjiagang Bonded Zone.

Winning Bidder's Responsibility: To provide free of charge the necessary hardware and network security equipment for project deployment and operation, which must meet the national network security level protection Level 2 (Level 2) requirements.

Data Interface and Coordination Responsibility: The winning bidder is responsible for coordinating with Zhangjiagang Customs, Jingang Customs, Zhangjiagang E-Port Company, pilot enterprises, terminal enterprises, transportation enterprises, and other units to complete requirements research, channel application, system joint debugging, and business testing. The purchaser is responsible for coordinating the free opening of third-party system interfaces.

Payment Method:

Advance Payment 30%: Paid within 5 working days after contract signing.

Progress Payment 30%: Paid within 5 working days after the project goes online for trial operation.

Final Payment 40%: Paid within 5 working days after project acceptance.

Technical Service Response KPI:

Service Window: 7×24 hours customer service hotline, with 2 personnel on-site.

Response Time: ≤ 0.5 hours.

Severe Fault Repair: ≤ 12 hours; if repair is not possible, emergency measures must be provided within 24 hours to ensure system operation.

Electronic Bidding Platform: Jiangsu Province's "Su Cai Yun" Government Procurement Integrated Platform.

CA Certificate: Must obtain a CA certificate from the Jiangsu Provincial E-Government Certificate Authority and a Founders International Electronic Signature (compatible with the Su Cai Yun system).

Confirmation Letter: The "Bid Supplier Confirmation Letter" must be submitted and stamped in the system before the document acquisition deadline; otherwise, it will be deemed as non-participation in the project.

Decryption: Failure to decrypt the electronic bid documents within the specified time during bid opening will be considered as withdrawal of the bid.

Machine Code: If the bid document creation machine codes of different bidders are identical, it will be deemed as bid collusion and treated as an invalid bid.
