Project Name: Procurement Project for the Maintenance of the Hospital-wide Pneumatic Tube Transport System at Peking University First Hospital

Procurement Method: Open Tendering

Total Project Budget: ¥2,630,000.00 (RMB Two Million Six Hundred and Thirty Thousand Yuan Only).

Source of Funds: Fiscal Funds / Hospital Self-raised Funds.

Package Strategy: This project is divided into 2 independent procurement packages, following the principle of "bid for both, win both". Bidders can bid for both packages and may win both.

Equipment Brand: TAIKANG (Netherlands), the original manufacturer brand of the hospital-wide pneumatic tube transport system.

Spare Parts Requirement: Equipment and accessories for Package 01 and Package 02 must use original manufacturer parts of the current brand. Bidders must provide a Letter of Commitment (stamped with official seal, format self-determined). This is a non-deviable substantive requirement; failure to commit or insufficient commitment will result in direct disqualification.

Maintenance Nature: Original manufacturer standard maintenance service, not general electromechanical repair.

Package 01: Main Campus and Southwest Building (budget breakdown).

Project Budget: ¥720,000.00

Service Location:

Outpatient Building: North side of Aimin 1st Lane, Xicheng District, Beijing (North of the Emergency Building).

Second Inpatient Department: No. 1 Dahongluochang Street, Xicheng District, Beijing.

Individual Item Price Limits:

Equipment Maintenance for Main Campus Outpatient Building and Second Department Internal/External Medicine Building: 195,000 yuan

Equipment Maintenance for Southwest Building: 125,000 yuan

Equipment Spare Parts for Main Campus Outpatient Building and Second Department Internal/External Medicine Building: 179,000 yuan

Equipment Spare Parts for Southwest Building: 46,000 yuan

Equipment Upgrade/Renovation for Main Campus Outpatient Building and Second Department Internal/External Medicine Building: 87,500 yuan

Equipment Upgrade/Renovation for Southwest Building: 87,500 yuan

Core Renovation Obligation: The winning bidder must upgrade the original system in the logistics equipment room of the Second Department to computer control and replace supporting accessories.

Deliverables List: ① 1 set of Industrial Control Computer (pre-installed with system control software); ② 1 set of Switch and accessories; ③ 3 sets of Adapters (corresponding to 3 existing systems); ④ Complete wiring connection, debugging, and remote mapping of the main control screen to the main power distribution room; ⑤ Enable transmission record export function.

Warranty Requirement: Equipment and accessories involved in the upgrade must be original manufacturer parts and come with a 1-year free warranty.

Construction Restriction: Construction time must comply with hospital arrangements (only allowed during off-peak hours / night / weekends).

Package 02: Daxing Campus (budget breakdown)

Project Budget: ¥1,910,000.00

Service Location: No. 5 Leyuan Road, Gaomidian Street, Daxing District, Beijing.

Individual Item Price Limits:

Equipment Maintenance for Daxing Campus: 1,260,000 yuan

Equipment Spare Parts for Daxing Campus: 650,000 yuan

Core Maintenance Service KPIs:

Emergency Response: 7×24-hour emergency repair service; must arrive on-site within 4 hours of notification.

Fault Repair Time Limit: General faults repaired within 12 hours; major faults timeline negotiated by both parties; lost/jammed carriers for time-sensitive transmissions like blood samples must be resolved and sample delivery completed within 2 hours.

Maintenance Frequency: 1 preventive maintenance per month.

Spare Parts Replacement Timeliness: Damaged common parts replaced within 24 hours; if replacement delay causes station shutdown exceeding 3 days (common parts) or 15 days (non-common parts), deduct maintenance fees for the corresponding shutdown days.

Breach Penalty: A fine of 500 yuan for each failure to replace common parts within the required time limit.

Spare Parts Pricing and Procurement Rules:

≤ 1000 yuan: Free replacement (including wear parts, such as friction rings, carrier labels, etc.).

> 1000 yuan: Charge for spare parts according to the "Spare Parts Price List", labor is free.

Procurement Authority: For parts priced above 1000 yuan, the procuring entity (hospital) is responsible for procurement according to internal regulations (may delegate to a third party). The winning bidder must unconditionally cooperate, charge no coordination fees, and assist in acceptance inspection.

Mandatory Personnel Requirements:

Project Manager: 5 years or more of experience in hospital pneumatic tube system project implementation / operation and maintenance management.

On-site Technical Personnel: 3 years or more of experience in pneumatic tube system work.

Personnel Allocation Rule: Technical personnel for Package 01 and Package 02 must be separate, not overlapping; the project manager can be the same person.

Supporting Documents: Must provide personnel list (including position, name, age, responsibilities, years of experience); must provide copies of "Labor Contracts" signed between the bidder and personnel or proof of social security contributions for the past year.

Equipment Scale and Common Spare Parts Stock:

Package 01 Equipment Quantity: 76 transfer stations/boxes, 15 diverters, 4 blowers, 3 main controllers, etc.

Package 02 Equipment Quantity: 69 transfer substations, 2 three-way diverters, 9 six-way diverters, etc.

On-site Spare Parts Requirement: The winning bidder must stock corresponding consumable/spare parts on-site to ensure immediate replacement of parts listed in the common parts list.

Consortium Bidding: Not accepted.

SME Policy: This project is not specifically targeted at SMEs; the industry category is "Other Unlisted Industries". Bidders wishing to enjoy SME support policies must truthfully fill out the "SME Declaration Form (Services)" and complete the MIIT "Self-assessment of SME Scale and Type".

Credit Record: As of the bid submission deadline, queries on "Credit China" and "China Government Procurement Website". Entities listed as dishonest persons subject to enforcement, parties to major tax violation cases, or on the government procurement serious dishonesty record list will be directly rejected from participation.

Safety Responsibility: The winning bidder bears full responsibility for the personal safety of personnel at the work site; all legal and financial liabilities arising from personal injury, death, or property loss due to inadequate maintenance or improper handling are borne by the winning bidder.

Contract Signing: The "Power Department Outsourced Service Safety Management Agreement" must be signed upon winning the bid.

Personnel Replacement Restriction: Maintenance personnel cannot be changed without the consent of the procuring entity; if replacement is necessary, a written application must be submitted 5 working days in advance, and execution can only proceed after approval.
