Project Background: The Canamats urbanization area spans the municipalities of Sant Esteve Sesrovires and Abrera. The part belonging to Sant Esteve Sesrovires already has its sewage disposal resolved through its own wastewater treatment plant.

The Abrera area is divided into two basins: Sewage from the Riera de Can Noguera basin is conveyed via the EB Seat pumping station to the Abrera EDAR; although the Riera Gran basin has its own wastewater treatment plant on Carrer del Besòs, verification shows it urgently needs upgrading.

This design task requires analyzing the sewage issues in the Riera Gran basin of the Canamats area within Abrera and proposing solutions. The design will involve connecting the existing sewage from Carrer del Besòs to the low-level collection system on Carrer de Barcelona, including the necessary network works, and adding pumping stations, pressure pipelines, and gravity pipelines as required.

Service Scope:

Detailed Construction Design: Complete definition of the works, including design plans, calculations, technical specifications, bill of quantities, budget, and other necessary technical documents.

Design Plans: Must include a full set of design drawings such as general layout plan, pipeline plan, longitudinal profile, standard cross-sections, pumping station process flow diagram, electrical single-line diagram, automation control system architecture diagram, structural reinforcement drawings, architectural plans, elevations, and sections. Drawings must comply with current drafting standards of the Autonomous Community of Catalonia, with standardized layer naming, clear and complete annotations, and appropriate sheet sizes and scales. The design description must detail design basis, parameters, pipe material selection, foundation treatment, seismic design, flood protection standards, construction process requirements, etc.

Calculations: Must include, but not be limited to, the following specialized calculations: sewage flow forecast (including service population, per capita water consumption, pollution generation coefficient, groundwater infiltration), hydraulic calculations (pipe velocity, fullness, slope, head loss), pumping station head and installed power calculations, structural load-bearing calculations (pipe burial depth, foundation bearing capacity, anti-flotation stability), electrical load calculations, lightning protection and grounding calculations, process equipment selection calculations, etc. Calculation reports must list formulas, parameter sources, intermediate steps and results, and include software name and version (if applicable).

Technical Specifications: Must prepare specialized technical specifications according to work categories, covering earthworks, pipe laying, manhole construction, pumping station construction, equipment installation, electrical installation, automation instrument commissioning, road restoration, landscaping restoration, etc. Specifications must clearly define material specifications, construction methods, acceptance criteria, testing methods, allowable tolerances, quality control points, and reference current national, regional, and industry standards (e.g., UNE, EN, ISO, CTE).

Bill of Quantities: Must be prepared in the format of the "Standard Method of Measurement for Construction Works," detailed down to each work item.

Including but not limited to: Excavation and backfilling, pipe laying (by material and diameter), manholes (by depth and internal diameter), pumping station main structure, process equipment (pumps, screens, valves, flow meters), electrical equipment (transformers, switchboards, cables), automation control systems (PLC, sensors, touchscreens), temporary works, environmental protection measures, etc. The list must specify unit, quantity, unit price, and total price, with attached calculation drafts.

Budget: Must prepare a complete master budget table, including works cost, provisional sums, other project costs, statutory fees, and taxes, broken down by year.

Budget basis must be clear: Labor rates, material budget prices (indicating source and date of price information), machinery rates, fee rates, tax rates, etc. The budget must correspond item-by-item with the bill of quantities and include budget preparation notes and price adjustment explanations.

Other Necessary Technical Documents: Must include, but not be limited to: preliminary construction organization design outline (including site layout plan, temporary water and electricity supply plan, construction schedule Gantt chart, labor and equipment deployment plan), environmental protection plan (soil and water conservation, dust control, noise prevention, waste disposal), work safety plan (hazard identification, safety technical measures, emergency plan), traffic management plan (if involving road excavation), utility protection plan, existing facility protection and relocation plan, meeting minutes with relevant stakeholders, etc.

Preliminary Studies: Pollution load estimation, existing facility diagnosis, technical solution comparison.

Pollution Load Estimation: Must be based on baseline data such as current and planned population, industry types, water consumption statistics, sewage discharge coefficients, groundwater infiltration coefficients within the project service area. Use component indicator method or analogous survey method to calculate average dry weather flow, peak dry weather flow, and wet weather design flow, and provide contributions from domestic sewage, industrial wastewater (if any), initial stormwater, groundwater infiltration, etc. Must include data source description, survey questionnaire summary (if any), and analogous project analysis report.

Existing Facility Diagnosis: Must conduct a comprehensive site survey of existing sewage collection systems, pumping stations, and treatment facilities within the project area. Survey existing pipeline locations, alignment, burial depth, diameter, material, joint types, manhole conditions, pumping station equipment status, structural safety of structures, etc. Must prepare an existing facility condition assessment report, including defect classification statistics (structural defects, functional defects), CCTV inspection footage (if available), pumping station operation record analysis, treatment facility influent/effluent water quality monitoring data analysis. Clearly identify facilities to be retained, repaired, or demolished, and include image data CD or cloud storage link.

Technical Solution Comparison: Must propose at least two systematic solutions for the Riera Gran basin sewage problem and conduct a multi-criteria comparative analysis. Comparison must include: network layout options (gravity, pressure, or combined), pumping station location and quantity, pipeline route alternatives (along roads, crossing rivers/railways, avoiding sensitive areas), pipe material comparison (ductile iron, PVC-U, HDPE, GRP), construction method comparison (open trench, pipe jacking, directional drilling), cost estimation comparison (including construction cost and whole-life operation & maintenance cost), environmental impact comparison (land use, demolition, ecological impact), social impact comparison (traffic disruption, resident complaint risk), implementation difficulty comparison (schedule, technical risk, coordination difficulty). The comparison conclusion must specify the recommended solution and include expert review opinions or technical committee meeting minutes.

Environmental Regulation Application Document Preparation

Content must include: Project overview, environmental sensitivity analysis of project site (involvement of Natura 2000 areas, wetlands, flood zones, aquifer recharge areas, etc.), construction phase environmental impact analysis (soil erosion, construction wastewater, dust, noise, solid waste), operation phase environmental impact analysis (sewage leakage risk, pumping station noise, odor, sludge disposal), environmental risk assessment (pipeline rupture, pumping station power failure, water quality exceedance), environmental protection measures and monitoring plan, environmental management plan. Application documents must comply with format and content requirements of Articles R214-32 to R214-42 of the Environmental Code, and include relevant drawings (project location map, environmental protection target distribution map, environmental monitoring point map) and annexes (land ownership certificates, preliminary opinion letters from relevant government departments).

Land Acquisition/Land Severance Document Preparation: Must detail acquisition scope, area (permanent and temporary), purpose (manholes, pumping stations, pipeline corridor, access roads, material storage areas, etc.), involved administrative regions, land use types (agricultural, forest, construction, unused land), basis for compensation standards, estimated compensation costs, suggested acquisition procedures, liaison with local governments, etc. Documents must be properly formatted with clear sections and consistent data and tables.

QGIS Project File: Must provide a complete QGIS project file (.qgz format).

Containing the following layers: Acquisition boundary layer (polygon, with plot numbers), pipeline centerline layer (line, with diameter, material, length), manhole and pumping station point layer (point, with ID, type, invert level), land use parcel layer, administrative boundary layer, orthophoto or topographic map base layer. Layer attribute tables must be fully populated with standardized field names. Coordinate system must be ETRS89 UTM 31N. Must also include layer style files (.qml) and font package.

RBDA Table (Excel format): Must be prepared according to the "Standard Model for Land Acquisition Data" published by the Catalan Water Agency.

Fields must include: Unique plot code, municipality, cadastral reference, area, land use code, building involvement, cash crop involvement, compensation standard code, compensation amount, remarks, etc. Table must be fully completed with no blank mandatory fields.

Plot Table (Excel format): Must list each plot in detail: plot number, original owner name (if known), current use, planned use, acquisition type (permanent/temporary), area (sq.m.), building demolition involvement, grave relocation involvement, utility relocation involvement (electricity, telecom, gas, water), site survey notes, image data reference number, etc.

Rightsholder Table (Excel format): Must associate rightsholder information with each plot (if identified).

Including: Rightsholder name/company name, ID type and number, contact details, address, relationship to plot (owner/usufructuary/tenant), any ownership dispute, preliminary contact status, liaison record summary, etc. If information is unavailable, reasons and follow-up plan must be stated in the explanatory document.

Geographic Information Data File Preparation: Must strictly comply with the latest version of the GIS data models ("Sewer System GIS Data Model", "Reclaimed Water System GIS Data Model", "Water Supply System GIS Data Model") published on the official website of the Catalan Water Agency to prepare the project-specific GIS data package.

Data package must include:

Geometric Network Dataset: Construct a complete network flow direction, ensuring correct topology (precise snapping of pipe ends to nodes, consistent flow direction, no dangling nodes, no duplicate features).

Attribute Table Standardization: All feature classes must fully populate mandatory fields as required by the model, such as unique facility ID, facility type, pipe material, diameter, length, burial depth, construction year, owner, operator, data source, measurement accuracy, entry date, update date, etc. Attribute domains, subtypes, and relationship classes must be set according to model presets.

Metadata File: Must include a complete metadata document containing data producer, production date, coordinate system, vertical datum, data accuracy, data source (survey/design extraction/existing data digitization), processing record, quality check record, etc.

Data Delivery Format: Must deliver both native QGIS project package and common exchange formats (Shapefile or GeoPackage), and provide a field mapping table.

Design deliverables must include complete project filesBookmarked PDF File: All design deliverables (including but not limited to design report, calculations, technical specifications, budget, environmental application, land acquisition documents, GIS data description, etc.) must be merged into a single PDF file or separate volumes by discipline, with logically structured bookmarks. Bookmark hierarchy must be at least three levels, with concise names matching the document headings. Files must be compressed/optimized to ensure smooth opening on standard computers.

Editable File Formats: Design drawings, in addition to PDF, must also be delivered in native editable formats: DWG (AutoCAD 2018 or earlier), DGN (MicroStation), QGIS project file (.qgz), Excel (.xlsx), Word (.docx). All files must be free of external reference binding errors, missing fonts, or broken links.

Service Period: Total 9 months

Phases as follows:

Phase 1: Design Basis – 3 months (Phase 1.1 Design Basis 2 months, Phase 1.2 Design Basis Verification 1 month)

Phase 2: Solution Study – 2 months (Phase 2.1 Solution Study 1 month, Phase 2.2 Solution Verification 1 month)

Phase 3: Construction Drawing Preparation – 2 months

Phase 4: Review and Revision – 2 months

Budget Amount:

Maximum Tender Price (VAT included): 81,295.96 Euros

Estimated Value (VAT excluded): 67,186.74 Euros

VAT (21%): 14,109.22 Euros

Bidder Qualification Requirements:

Economic and Financial Capacity: In the last three fiscal years, the highest annual turnover must not be less than 100,780.11 Euros (VAT excluded).

Technical and Professional Capacity: Within the last three years, must have completed at least one similar service (hydraulic engineering type), with the annual value of that service not less than 47,030.72 Euros (VAT excluded). Must provide a list of main service projects (with amount, date, client name, public or private sector acceptable).

Personnel Commitment: Must commit to permanently assigning core technical personnel for the contract duration.

Project Manager Requirements: Over 10 years of experience, monthly labor cost benchmark 9,694.07 Euros.

Deputy Requirements: Over 5 years of experience, monthly labor cost benchmark 7,303.65 Euros. Personnel changes require 15 days prior application; replacement must have equal or higher qualifications and same gender to maintain team gender/function distribution. This commitment is a fundamental contractual obligation; breach may lead to contract termination.

Consortium Bidding: Allowed, members must assume joint and several liability, and all members must individually meet qualification requirements. Subcontracting of project manager and deputy's work is prohibited. Subcontracting requires prior written notification to the contracting authority, providing subcontractor qualifications and proof of no debarment.

Tendering Rules:

Electronic Bidding: Submit via the "Digital Bid/Electronic Bidding" tool of the Catalan Public Procurement Service Platform.

Bid Document Composition: Two envelopes.

Envelope A: Declaration of Responsibility, Subjective Evaluation Technical Proposal (strictly no price information).

Envelope B: Economic Bid, Objective Automatic Evaluation Bid.

File Size Limit: Single file ≤25MB, larger files must be split (automatic splitting tools prohibited).

File Format: PDF. Encrypted documents must have the key kept by the bidder for self-decryption at bid opening.

Language Requirement: All technical documents must be prepared in Catalan. Legends, annotations, and descriptions must be in Catalan.

Confidentiality Statement: Confidential information (trade secrets, intellectual property, etc.) may be marked in Envelopes A and B. Economic offer and declaration of responsibility content cannot be confidential.
