Through its Malaysia Petroleum Management (MPM) arm, Petronas signed a Memorandum of Understanding (MoU) with exploration and production (E&P) operators Petronas Carigali, PTTEP Sarawak Oil (PTTEP SKO), PTTEP Sabah Oil (PTTEP SBO), PT Pertamina Malaysia Eksplorasi Produksi (PMEP), and Universiti Teknologi Petronas (UTP) to advance offshore oil recovery efforts.
The participating parties will integrate the operational experience and technical expertise of Petronas Carigali, PTTEP SKO, PTTEP SBO, and PMEP, leveraging UTP's research capabilities and laboratory facilities to conduct targeted IOR/EOR studies. These studies will be supported by laboratory testing, potentially maturing selected technologies and concepts toward pilot implementation.
Petronas stated that this collaboration represents a strategic cross-border partnership between regional E&P operators and an academic institution, highlighting a shared commitment to enhancing recovery rates, extending field life, and unlocking the long-term value of offshore assets.

Bacho Pilong, said the collaboration brings together operational experience and research strengths to accelerate opportunities in IOR/EOR solutions. By integrating subsurface insights, high-performance computing, and operator capabilities, the partnership aims to expedite the development of targeted, mature solutions, unlocking additional value from mature fields and enhancing long-term energy resilience through cross-border cooperation.
The collaboration aims to enable signatories to accelerate the deployment of innovative and practical recovery solutions, strengthen regional technical capabilities, and contribute to sustainable resource development across basins.
Additionally, Petronas, through MPM, launched the Malaysia Digital Intelligence Centre (MDIC), seen as a key milestone in its transformation into an organization centered on digital innovation and intelligence. The launch reinforces MPM's role as Malaysia's upstream resource manager and demonstrates its commitment to global collaboration and artificial intelligence (AI)-driven innovation.
MDIC serves as a unified digital platform connecting MPM with Petroleum Arrangement Contractors (PACs), integrating workflows, data, and intelligence into a single environment to streamline processes, enhance transparency, and enable faster, more informed decision-making throughout the petroleum management lifecycle.
Datuk Ir. Bacho Pilong added that this marks a fundamental shift from navigating multiple systems and touchpoints to a unified, AI-driven platform. The goal is to institutionalize a data-driven way of working, where decisions are driven by fast, trusted, and embedded intelligence in daily operations. Ultimately, MDIC will simplify PAC interactions with MPM, allowing them to focus on high-value, high-impact work.
