en.Wedoany.com Reported - The Central Directing Council (CDC) of the University of the Republic (Universidad de la República, Udelar) unanimously approved a policy framework comprising 11 guiding principles to regulate and promote the use of Artificial Intelligence (AI) across all university functions, including teaching, research, and administration. This policy positions AI systems as enabling tools designed to enhance human capabilities and optimize academic and management processes.

This framework aligns with Uruguayan national regulations, including the Accountability Law No. 20,212 and the Uruguay 2030 National Data and Artificial Intelligence Strategy, as well as international regulations from UNESCO and the European Union. The core content of the 11 guiding principles is as follows: AI must serve humanity and not replace academic judgment or critical thinking; adopt an inclusive approach to avoid widening the digital divide; require understanding of how systems produce results, promote the use of open-source software, and explicitly declare when AI is used; tools will not replace human decision-making or the deliberative processes of shared governance; strictly comply with existing legal frameworks and intellectual property rights, including privacy, data protection, and copyright; actively mitigate biases in the data and models used; incorporate cybersecurity protocols from the initial design phase; promote the development of institutional capacity, infrastructure, and proprietary models; advocate for environmentally responsible and resource-efficient systems; provide continuous training for faculty, students, technical staff, and all citizens; and build spaces for dialogue and feedback before determining future directions.
The next steps are organized along three main lines. First, the Central Directing Council announced the "Udelar AI Awareness Day," aimed at the university community and national and international experts. Second, based on the outcomes of the forum, five sub-working groups have been established, led by the Vice-Rectorates for Teaching, Research, Outreach, and Administration, along with a team focused on health assistance services, tasked with developing specific usage guidelines for each department. Finally, the roadmap's medium-term plan involves forming a permanent advisory group after analysis to oversee the governance, monitoring, and updating of AI technology within the institution.
