OpenText announced the investment today in Dublin alongside Irish Prime Minister Micheál Martin TD and IDA Ireland CEO Michael Lohan. The investment focuses on operations and research and development, covering three foundational areas of trusted enterprise AI: agentic AI, sovereign cloud, and cybersecurity. Developers and researchers in Ireland will design, deploy, secure, and operate these AI and cloud capabilities for the EMEA market.

"OpenText's investment in Ireland is a strong endorsement of the deep and growing economic partnership between Ireland and Canada," said Irish Prime Minister Micheál Martin. He noted that the investment will create new opportunities for innovation, trade, and high-value employment, and emphasized that as Ireland prepares to assume the Presidency of the Council of the European Union, such investments highlight the country's role in shaping Europe's competitiveness in AI, digital infrastructure, and innovation.

"Organizations across Europe are looking for trusted partners to help them deploy AI securely, govern it responsibly, and operate with confidence in an increasingly complex digital landscape," said Shannon Bell, Executive Vice President, Chief Digital Officer, and Chief Information Officer at OpenText. She noted that this investment expands the company's R&D and operational capabilities in EMEA, providing greater regional support and flexibility in the cloud environments of customers' choice.

Michael Lohan, CEO of IDA Ireland, stated that AI is a key growth driver for the global economy, and OpenText's decision to invest in Ireland reflects the country's strategic position in terms of talent, innovation, and a trusted environment. He emphasized that the distribution of high-skilled jobs across two regions highlights Ireland's national talent depth, which will strengthen the country's leadership in AI and transformative technologies.

In expanding trusted AI operations for EMEA, OpenText's enlarged European operations will increase regional capacity for organizations operating in highly regulated and mission-critical environments, catering to those requiring greater control over data governance, cyber resilience, and cloud deployment models. This investment is part of OpenText's cloud choice strategy, enabling customers to flexibly operate across hybrid public, private, and sovereign cloud environments based on their operational, regulatory, and security needs.

In terms of AI innovation and investment in European local talent, OpenText plans to explore university and research collaboration opportunities in Ireland as part of its long-term innovation and talent strategy, including potential partnerships focused on AI, cybersecurity, and secure digital operations.

R&D priorities across the three foundational AI areas include: in agentic AI, research will advance agent orchestration and governance, covering multi-agent collaboration, system boundary enforcement, and knowledge sharing across sovereign regions. In data sovereignty, developers will build continuous compliance mechanisms that give organizations verifiable control over data storage locations and governance as AI environments dynamically change. In cybersecurity, research will focus on threat detection and response natively built for regulated environments, including federated intelligence sharing to enhance collective resilience without exposing sensitive operational data across jurisdictions.

OpenText is a global leader in enterprise AI data management, helping organizations protect, govern, and activate their data. IDA Ireland is Ireland's national investment development agency responsible for attracting multinational corporations and high-growth startups, with over 75 years of experience supporting more than 1,800 client companies and directly employing over 300,000 people.
