en.Wedoany.com Reported - Recently, the 9th Standing Council Meeting of the Tool Sub-Council of the China Machine Tool & Tool Builders' Association (CMTBA) was held in Chengdu, Sichuan. The meeting brought together representatives from dozens of organizations, including standing council members, council members, member units, upstream and downstream industry enterprises, and industry associations. CMTBA Secretary-General Mao Yufeng and Director of the General Office Li Jiyun attended the meeting. The rotating chairman of the sub-council, Shao Junyong, Party Secretary and General Manager of Chengdu Tool Research Institute Co., Ltd., presided over the meeting and delivered an opening address.


The secretariat of the sub-council reported on its work for the first half of 2026, summarizing efforts and insights in organizational development, enterprise surveys, industry activities, statistical business improvements, and assistance to the parent association in organizing CCMT2026. The meeting reviewed and approved the addition of 10 new member units, 4 new council member units, and 1 new standing council member unit.
Attendees engaged in in-depth discussions on the economic operation of the tool industry and the production and management conditions of enterprises. Facing uncertainties in upstream raw material prices and declining downstream user demand, tool industry enterprises called for enhanced communication and cooperation between upstream and downstream companies to promote healthy industry development. Participants advocated for differentiated development and increased self-discipline among peers to avoid vicious "involution-style" competition, while also recommending that enterprises strengthen R&D and integrate AI applications to pursue high-quality development.
In his concluding remarks, Secretary-General Mao Yufeng noted that during the "15th Five-Year Plan" period, the state places high importance on the equipment manufacturing industry. The fundamental demand for building a manufacturing powerhouse and upgrading the manufacturing sector remains substantial. The machine tool and tool industry is ushering in new opportunities for rapid development, driven by both capital and technology. He emphasized that homogenized competition in the industry is intensifying, with overcapacity in low-end products and insufficient supply in high-end segments, necessitating optimization of the product structure. Industry development has shifted from scale expansion to a new phase focused on quality improvement, structural optimization, and innovation-driven growth, requiring proactive adjustments and accelerated transformation. He offered four recommendations for the tool industry: focus on innovation space, increase R&D investment, and prioritize improving the stability, reliability, and system integration capabilities of high-end cutting tools, precision measuring instruments, and intelligent inspection equipment, while addressing high-end shortcomings and accelerating domestic substitution; deepen structural optimization by proactively phasing out inefficient capacity, focusing on niche areas, adhering to the "specialization, refinement, differentiation, and innovation" path, creating premium and distinctive products, and driving the transition from scale growth to quality growth; strengthen lean management by improving production, quality, cost, and talent management systems, strictly controlling operational risks, enhancing quality and efficiency, and solidifying the foundation for enterprise development; and consolidate industry synergy by fostering mutual learning and cooperation among enterprises, promoting collective development, standardizing behaviors, and encouraging healthy competition. He fully affirmed the work of the Tool Sub-Council and suggested that the sub-council continue to enhance its capacity to serve member enterprises and unite industry players to jointly plan the future development of China's cutting tools and measuring instruments.
The secretariat of the Tool Sub-Council distributed meeting materials to attendees, including the "Tool Sub-Council Monthly Report for January-April 2026 and Key Indicators of the First Quarter Report," "Economic Operation of the Tool Industry in 2025," "Estimation of China's Cutting Tool Market Production, Sales, and Import/Export in 2025," "Analysis of Cemented Carbide Insert Import and Export from 2019 to 2025," and "Analysis of Customs Data on Tool Import and Export in 2025."
