China Releases 2026 "AI + Transportation" Action Plan, Proposing Over 100 Pilot Projects

en.Wedoany.com Reported - Recently, the Ministry of Transport, together with the National Railway Administration, the Civil Aviation Administration of China, the State Post Bureau, and China State Railway Group Co., Ltd., issued the "AI + Transportation" Typical Application Scenario Innovation Action Plan (Jiao Ke Ji Fa [2026] No. 60, hereinafter referred to as the "Action Plan"). To facilitate better understanding of the relevant content by all sectors of society and to ensure effective implementation of the Action Plan, the following interpretation is provided:

I. Background

The Central Committee of the Communist Party of China and the State Council attach great importance to the development of artificial intelligence, clearly stating the need to deepen and expand the "AI +" action and seize the commanding heights of AI industrial applications. In 2025, the Ministry of Transport, together with six other departments including the National Development and Reform Commission, issued the "Implementation Opinions on 'AI + Transportation'" (hereinafter referred to as the "Implementation Opinions") to accelerate the large-scale innovative application of AI in the transportation sector.

To thoroughly implement the deployment requirements of the Central Committee of the Communist Party of China and the State Council, and fully execute the relevant work requirements of the Implementation Opinions, the Ministry of Transport, the National Railway Administration, the Civil Aviation Administration of China, the State Post Bureau, and China State Railway Group Co., Ltd. jointly formulated the Action Plan and compiled the first batch of construction guidelines for typical application scenarios. The goal is to form a set of replicable and scalable landmark achievements during the "15th Five-Year Plan" period, continuously expanding the breadth and depth of AI technology applications in the transportation sector.

II. Main Content

(I) Objectives and Approach.

Following the principle of "market-led, government-supported, multi-party participation, and collaborative promotion," and while adhering to the bottom line of safety, the Action Plan adopts a path of "technological breakthrough—scenario validation—industrial application—system upgrade." By deploying a number of typical pilot demonstrations, it aims to promote the matching of technology supply and demand, accelerating the large-scale innovative application of AI in the transportation sector. The target is that by 2030, a batch of high-value "AI + Transportation" application scenarios will be opened, a batch of high-level algorithm models will be formed, and a batch of new infrastructure, new technological equipment, new service models, and new industrial forms will emerge, with AI more effectively leading high-quality development and high-level safety in transportation.

(II) Main Tasks.

Focusing on ten major directions including intelligent driving, smart highways, intelligent shipping, and intelligent construction and maintenance, the plan will organize and implement over 100 pilot projects, gather over 1,000 innovation entities, form a batch of scenario-level solutions, accelerate breakthroughs in typical scenarios, and promote the widespread application of intelligent terminals and intelligent agents. The first batch has identified 41 key scenarios, including intelligent monitoring of highway operation status, train intelligent control systems, intelligent navigation of ship formations, low-altitude intelligent transportation, intelligent multimodal transport, and digitalized law enforcement, which are planned to be deployed in 2026.

(III) Organization and Implementation.

In terms of organizational approach, the Ministry of Transport will take the lead, coordinating with the National Railway Administration, the Civil Aviation Administration of China, the State Post Bureau, and China State Railway Group Co., Ltd. for implementation. The Ministry of Transport will specifically organize pilot tasks in areas such as comprehensive transportation, highways, and waterways. Application promotion focuses on "expanding coverage," mainly targeting application scenarios with relatively mature technology, clear business models, and urgent industry needs. Innovation demonstration focuses on "improving quality," concentrating on the systematic integration of mature technologies and cross-domain fusion applications, with the key being to open high-value scenarios and promote deep matching between technology supply and demand sides. Breakthrough research focuses on "strengthening foundations," mainly targeting key core technology areas such as algorithm models, intelligent terminals, and basic software, encouraging AI enterprises to collaborate with industry users to conduct technology research and development and validation in real scenarios, enhancing technology supply capabilities, and promoting "from 0 to 1" breakthroughs.

In terms of implementation progress, based on the development trend of AI technology, the "15th Five-Year Plan" period will see the phased release of application scenario construction guidelines, with dynamic organization and promotion. Comprehensive performance evaluation will be strengthened, an "AI + Transportation" innovation achievement database will be established, and the transformation and application of achievements will be accelerated. Localities are encouraged to expand innovative practices in characteristic application scenarios based on actual industry conditions and development needs. Efforts will be made to strengthen the summarization and exchange of typical experiences, leverage the role of benchmark demonstrations and leadership, and foster an innovative atmosphere of mutual learning, mutual reference, and collaborative progress.
