en.Wedoany.com Reported - The Russian State Duma has finally passed a draft law aimed at supporting the development of artificial intelligence technology during its second and third readings. The bill is expected to take effect on September 1, 2026, except for certain provisions with different effective dates.

This law serves as framework legislation, with specific implementation rules to be subsequently formulated by the Russian government to regulate the development and use of artificial intelligence systems in the country. The core objective of the document is to create institutional conditions for the priority development of AI technology, and it clarifies the division of responsibilities among the Russian President, the government, federal executive authorities, other state bodies, state-owned companies, and the Bank of Russia in the application of large-scale foundational AI models.

The law requires social network operators to ensure that users who publish AI-generated content can indicate to other users that the content was produced by a machine. At the same time, the law introduces the classifications of "sovereign AI models" and "national AI models," imposing data localization requirements on these two types of models, meaning that related processing activities must be carried out within Russia by Russian legal entities. The law also stipulates support measures for developers of the aforementioned models, including providing them with access to data needed for model training.

State Duma Chairman Vyacheslav Volodin stated that the Duma will retain oversight over this law and plans to review its main provisions again before the end of this year. Notably, this important and structurally complex legislation has advanced relatively quickly, having just completed its first reading a day earlier, with multiple amendments made to the initial draft and the text passed in the first reading on Wednesday morning.
