Liu Guozhong visited the Huazi Reservoir and Zhangzuo Reservoir in Pinggu District, where he inspected earth-rock dams, spillways, water release facilities, and downstream river channels, and gained detailed insights into the implementation of flood control responsibilities, rainfall and water regime forecasting, and safety management. He noted that China has a large number of reservoirs widely distributed, and with the current peak flood season, the task of ensuring safe flood passage is heavy. He called for improving the monitoring and forecasting system for rainfall and water regimes, implementing reservoir operation management regulations and various contingency plans, enhancing command and decision-making mechanisms, and boosting capabilities for flood defense and emergency response.
Liu Guozhong demanded full implementation of the reservoir dam safety responsibility system, strengthening flood control safety management, and requiring reservoirs in areas affected by heavy rainfall to pre-release water to create storage capacity, strictly prohibiting operation above flood-limited water levels in violation of regulations. He stressed the need to strengthen supervision of dangerous and weak reservoirs as well as small and medium-sized reservoirs, with dangerous and weak reservoirs generally required to operate empty. He also emphasized the importance of intensifying patrols of key areas such as reservoir dams and dangerous sections, promptly identifying and eliminating risks and hazards, ensuring unobstructed flood discharge through spillways, pre-stocking sufficient emergency rescue materials, equipment, and personnel, and decisively handling any incidents while immediately evacuating threatened populations. He called for implementing flood control measures for key infrastructure such as the South-to-North Water Diversion Project and ongoing construction projects to ensure safe and stable operation.
Liu Guozhong emphasized the need to strengthen monitoring and joint consultations, enhance short-term and nowcasting forecasting and warning capabilities, promptly issue warnings for heavy rain, floods, and typhoons, and strictly implement the "call-and-response" and tracking feedback mechanisms for imminent disaster warnings to ensure that warning information reaches the grassroots level without delay. He also stressed the importance of preventing mountain torrent disasters and floods in small and medium-sized rivers, strengthening publicity and education, and effectively carrying out personnel evacuation and relocation. He called for coordinating upstream and downstream, left and right banks, and main and tributary streams within river basins, scientifically regulating water conservancy projects to intercept floods, reduce peaks, and stagger flood peaks, fully leveraging their role in disaster prevention and mitigation. He also emphasized the need to strengthen coordinated drainage and regulation of urban floods to prevent waterlogging risks.
