en.Wedoany.com Reported - The National Capital Planning Commission voted on July 9 to preliminarily approve President Donald Trump's proposed Memorial Arch for the Memorial Circle, advancing the project through the federal review process.

The commission voted 8-1 in favor of preliminary approval, with three members voting present. Final action was postponed until at least September to allow further consideration of legal and regulatory issues, including whether the project is subject to Washington's Height of Buildings Act.

Commission Chairman William Scharf stated that the day's agenda was limited to preliminary approval of the project, thus eliminating the need for a broader discussion on the applicability of the Height of Buildings Act to federal buildings before the next meeting.

The proposal, submitted by the U.S. Department of the Interior, plans to construct a 250-foot-tall reinforced concrete arch clad in granite at Memorial Circle between Arlington National Cemetery and the Lincoln Memorial. Design documents show the structure is 166 feet wide, with a 55-foot central opening, topped by a winged human figure flanked by two eagles.

Unlike traditional memorial monuments, the proposed arch will serve as an occupied public building, featuring five elevators, six staircases, an observation deck, exhibition spaces, visitor amenities, security facilities, and supporting mechanical areas, designed to offer a controlled, timed visitor experience.

The project has evolved into a major civil engineering undertaking involving vertical construction, traffic improvements, and new utility infrastructure. The expanded design package shows that, in addition to the monument itself, substantial civil and traffic engineering work is required. Memorial Circle will be reconfigured with new traffic signals, crosswalks, safety islands, and road adjustments to improve visitor access. During construction, westbound lanes on the Arlington Memorial Bridge will be reduced, certain turns will be restricted, and pedestrian routes will be temporarily detoured until permanent traffic improvements are completed.

The project also requires new drinking water, sewage, electricity, natural gas, and telecommunications services, as Memorial Circle currently lacks the systems needed to support an occupied public facility. Planning documents list multiple utility route options connecting the site to existing Virginia infrastructure, potentially crossing the Arlington Memorial Bridge.

Project documents estimate construction will take approximately two to three years, involving about 1,400 truckloads of excavated soil removal and approximately 400 truckloads of engineered backfill. Major work includes deep foundations, structural concrete, utility installation, tower cranes, site restoration, and phased traffic management.

The Federal Aviation Administration determined that the proposal would not have a significant adverse impact on the airspace or flight procedures of nearby Ronald Reagan Washington National Airport; the final design must include obstruction lighting. The National Park Service issued a "Finding of No Significant Impact" in June, but the final decision document has not yet been released as Section 106 consultation under the National Historic Preservation Act is still ongoing.

The project's historic preservation analysis acknowledges that the proposal may adversely affect the scenic and ceremonial relationships of Memorial Circle, the Arlington Memorial Bridge, Arlington House, and other historic resources within the potential impact area. The commission is expected to reconsider the project as early as September after further review of the Height of Buildings Act issue and completion of additional historic preservation consultations.
