Wirral Council completes £1bn four-year North West construction framework contractor appointments
en.Wedoany.com Reported - Wirral Council has completed contractor appointments for a four-year North West construction framework, with firms including Bam, Kier, Morgan Sindall, Wates and Galliford Try among those named.
The framework runs from 1 April 2026 to 31 March 2030 and is valued at £1bn (excluding VAT), procured by Wirral Council in partnership with Procure Partnerships.
The framework covers building, infrastructure and demolition works across 13 lots. Lots 1 to 6 are for building works and lots 7 to 12 are for infrastructure, with both having broadly similar value bands ranging from £50,000 to over £30m; lot 13 covers demolition works up to £2.5m and is available only to public sector clients in Merseyside. The remaining 12 lots are available to public sector buying organisations across the entire North West.
Contractors appointed to the higher-value building works lots include Bam Construction, Bowmer & Kirkland, Galliford Try, Graham, Kier, Morgan Sindall, Tilbury Douglas, Vinci, Wates and Willmott Dixon. The largest infrastructure lots, valued at £30m and above, are covered by contractors including Bam Nuttall, Costain, Galliford Try, Graham, Sisk and Jones Bros.
Projects under the framework can be procured through design-and-build or construction-only contracts, allowing for both two-stage and single-stage procurement, with contract forms covering NEC and JCT. Orders can be awarded via direct appointment or further competition; direct appointment will consider original framework ranking, overhead and profit percentages, day rates, and contractor performance.
Performance metrics include safety, cost, programme, fair payment, client satisfaction, defects and social value. Two-stage orders can adjust the technical-to-commercial weighting by up to 20 percentage points either way on the framework's 70:30 basis; in single-stage competitions, commercial criteria can account for up to 80% of the evaluation weighting. Framework management fees range from 0.5% to 1.8% of each order's contract value.
The framework is available to councils, NHS organisations, universities, emergency services, housing associations and government departments, and was procured under the open procedure in accordance with the Procurement Act 2023.
