A consortium formed by Wushen Banner Yuanguang Energy Co., Ltd. and Wushen Banner Guohong New Energy Investment Co., Ltd. was designated as the project implementation entity.
The project is located in Bayinwenduer Gacha, Galutu Town, Wushen Banner, with a total installed capacity of 30MW and a total investment of 130.8014 million yuan. It is planned to achieve full-capacity grid connection by December 31, 2026. The project adopts a village-enterprise cooperation model, jointly funded by private enterprises and banner-level state-owned enterprises, with joint village development.
According to the announcement, Wushen Banner Yuanguang Energy Co., Ltd. holds 66% of the shares and is a private enterprise. Its parent company has experience in developing, constructing, and operating multiple distributed wind power projects across Ordos City. Wushen Banner Guohong New Energy Investment Co., Ltd. holds 34% of the shares and is a wholly-owned banner-level state-owned enterprise under Wushen Banner State-owned Capital Investment Group, responsible for coordinating state-owned asset management, town-village coordination, and revenue supervision. Both parties will jointly register a joint venture company in Wushen Banner as the main entity for project investment, construction, and operation.
In accordance with the "Notice of the Inner Mongolia Autonomous Region Energy Bureau and Inner Mongolia Autonomous Region Agriculture and Animal Husbandry Bureau on Matters Related to the Construction of the 2026 Wind Power Action Project" (Document No. [2026] 353 of Inner Mongolia Energy New Energy) and the "Notice of the Ordos City Energy Bureau and Ordos City Agriculture and Animal Husbandry Bureau on Matters Related to the Construction of the 2026 Wind Power Action" (Document No. [2026] 41 of Ordos Energy Bureau), the Wushen Banner Energy Bureau and Wushen Banner Agriculture and Animal Husbandry Bureau issued competitive selection announcements on the banner government portal three times to publicly select the project implementation entity. During the three announcement periods, only the aforementioned consortium submitted a complete set of application materials as required. On June 30, 2026, the Banner Energy Bureau and Agriculture and Animal Husbandry Bureau, in conjunction with Galutu Town, organized a joint review to comprehensively assess the applicant's qualifications, project plan, village-enterprise revenue distribution, land and grid conditions, and ecological screening. Following the spirit of the ninth executive meeting of the Banner People's Government, the consortium was approved as the project implementation entity.
The full name of the project is "Yuanguang Energy Wushen Banner Wind Power Action 30MW Wind Power Project." The public announcement period is three working days, starting from the date of issuance. During the announcement period, any unit or individual with objections to the project results may submit supporting materials in writing to the Wushen Banner Energy Bureau on-site.
