The project is jointly funded by SPIC Jiangsu Company and Yancheng Guoneng Investment Co., Ltd., constructing 2×1000MW ultra-supercritical double reheat coal-fired generating units, with supporting high-efficiency desulfurization, denitrification, and dust removal environmental protection facilities, with a total investment of approximately RMB 8 billion. The project is a key supporting and regulating power supply project initiated during Jiangsu Province's "14th Five-Year Plan" period, and is also an important part of Jiangsu Company's efforts to build the Binhai "wind-solar-thermal-storage" multi-energy complementary comprehensive energy base. Upon full completion and operation, it will deliver 10 billion kWh of electricity annually to the Jiangsu power grid, meeting the annual electricity needs of approximately 4 million households.

Jiangsu Company has long planned the development of the Binhai thermal power project, guiding Binhai Power Generation Company to advance the expansion project, which received approval in 2023 and commenced construction in 2024. The project team implements SPIC's management requirements of "deep preliminary work, strict construction start, refined construction, and optimized production," and adheres to the corporate safety culture concept of "safety house" for employees.
