The two parties will jointly prevent the use of AI technology to clone the voices of presidential candidates, gubernatorial candidates, Federal Supreme Court justices, and other authoritative figures for disinformation purposes during the 2026 Brazilian general election.

The Superior Electoral Court is Brazil's highest judicial body responsible for organizing and supervising national elections. ElevenLabs is an AI voice technology company headquartered in the United States, specializing in developing deep learning-based speech synthesis and cloning tools. Under the agreement, the TSE will provide ElevenLabs with a protected list of public figures whose voices must not be cloned. Upon receiving the list, ElevenLabs will activate its "No-Go" resource feature to block any attempts to clone the voices on the list using its platform.

The two parties have also established a direct communication channel to allow the TSE to verify whether specific digital content uses voices generated by the ElevenLabs platform. Additionally, the TSE can apply ElevenLabs' speech-to-text and text-to-speech tools to its virtual assistant, enabling voice-based interaction with the public. ElevenLabs will provide the TSE with free access to its platform during the election period.

This partnership represents a significant measure by Brazil's Superior Electoral Court to address the potential threats of AI to electoral integrity.
