en.Wedoany.com Reported - We, the People's Republic of China and the Member States of the Association of Southeast Asian Nations (ASEAN), gathered in Manila, the Philippines, on 22 July 2026, for the China-ASEAN Foreign Ministers' Meeting;

Recalling the commitment of China and ASEAN to advance practical cooperation in areas of mutual interest, including the four priority areas identified in the ASEAN Outlook on the Indo-Pacific, contributing to building an open, inclusive, sustainable region enjoying peace, security, prosperity, and sustainable development. Reaffirming our support for ASEAN centrality in the evolving regional architecture and ASEAN-led mechanisms and forums. Recalling ASEAN's recognition of China's active efforts to further deepen China-ASEAN cooperation, including China's vision of building a closer China-ASEAN community with a shared future. Noting China's initiatives to build a peaceful, secure, prosperous, beautiful, and amicable home in the region. These are contained in the Joint Statement of the ASEAN-China Special Summit to Commemorate the 30th Anniversary of ASEAN-China Dialogue Relations, the Plan of Action to Implement the ASEAN-China Comprehensive Strategic Partnership (2026-2030), and the Joint Statement on Promoting Mutually Beneficial Cooperation between the Belt and Road Initiative and the ASEAN Outlook on the Indo-Pacific;

Reaffirming the purposes, shared values, and norms enshrined in the Charter of the United Nations, the Five Principles of Peaceful Coexistence, the ASEAN Charter, the Treaty of Amity and Cooperation in Southeast Asia, and international law;

Recognizing that China and ASEAN have maintained communication and cooperation on international and regional issues of common concern and response;

Recognizing that the rapidly evolving situation in the Middle East is prolonging and spilling over, posing serious threats to the safety of civilian lives, regional and global peace and stability, as well as economic activities including regional trade, investment, energy, and food security;

Emphasizing the importance of resolving disputes through dialogue, diplomacy, and peaceful means in accordance with international law;

Noting ASEAN's commitment to take priority actions to enhance regional resilience, as a key reference for ASEAN's collective response, based on the ASEAN Leaders' Statement on the Crisis in the Middle East adopted at the 48th ASEAN Summit held on 8 May 2026 in Cebu, the Philippines;

Noting the relevant efforts of China in proposing a four-point proposal for maintaining and promoting peace and stability in the Middle East;

Have reached the following consensus:

1. Welcome the ongoing diplomatic engagements, including the negotiation process between the United States of America and the Islamic Republic of Iran, brokered by the Islamic Republic of Pakistan and the State of Qatar and supported by other relevant parties, and call on all parties concerned to uphold multilateralism, engage in sincere dialogue, and promote a peaceful and lasting resolution of the conflict through diplomatic means, in accordance with the purposes and principles of the Charter of the United Nations and international law. We emphasize the importance of maintaining regional peace, stability, and prosperity and adhering to international law, urge all parties to coexist peacefully, and exercise maximum restraint by strictly observing ceasefire terms, achieving a comprehensive and immediate cessation of hostilities across all fronts in the Middle East, respecting the sovereignty and territorial integrity of all states, protecting civilians and civilian infrastructure in armed conflict, ensuring unimpeded humanitarian access, and refraining from any actions that may escalate tensions, thereby creating favorable conditions for the full and effective implementation of the ceasefire.

2. Reaffirm respect for the sovereignty and territorial integrity of all states in accordance with international law, including the Charter of the United Nations; and uphold the safety of maritime navigation and the freedom of navigation and overflight in international straits used for international navigation in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea, relevant instruments of the International Maritime Organization, and relevant standards and recommended practices of the International Civil Aviation Organization. In this regard, we call for ensuring the safe, uninterrupted, and continuous transit passage of ships and aircraft in international straits used for international navigation in accordance with the 1982 United Nations Convention on the Law of the Sea, and call on all parties to ensure the safety of ships and crews in accordance with the International Convention for the Safety of Life at Sea.

3. Agree to conduct China-ASEAN energy policy exchanges and practical cooperation, and to explore, through mutual consultation and agreement, the establishment of cooperation mechanisms to enhance regional energy security and resilience, contributing to regional sustainable development. We will further strengthen cooperation in regional power grid interconnection, energy supply chains, clean, low-carbon, and renewable energy, energy technology innovation, civilian nuclear energy, and other related fields, support the ASEAN Plan of Action for Energy Cooperation (2026-2030), and explore cooperation opportunities within China's proposed Global Development Initiative and the Belt and Road Initiative. We will also, on the basis of consensus, appropriately utilize relevant cooperation initiatives, such as the partnership between the ASEAN Centre for Energy and the China-ASEAN Clean Energy Cooperation Centre, to mobilize public and private financing resources, including financing mechanisms supported by relevant ASEAN bodies, multilateral development banks, international financial institutions, and partners such as the China-ASEAN Investment Cooperation Fund.
