The company stated that it has secured the project land and initiated preliminary development work, paving the way for full-scale construction later this year. This project is regarded as a major investment in India's solar manufacturing sector, with the goal of enhancing self-sufficiency in the upstream clean energy supply chain.
Tata Power stated that environmental clearance, water supply arrangements, and other statutory approvals are progressing during the site preparation phase. The company's Chief Executive Officer, Praveer Sinha, said that construction is expected to begin in October 2026, with commercial operations targeted for January 2028. The company believes this timeline is achievable based on current preliminary progress and ongoing coordination with the state government. The project is expected to create local employment opportunities and foster collaboration with domestic suppliers during the construction period.
The plant will be developed in two phases, each with a capacity of 5 GW, totaling 10 GW upon full completion. This scale will place the facility among India's largest integrated wafer and ingot manufacturing bases and is expected to support the country's expanding solar project deployment nationwide. Tata Power stated that the project will strengthen localized production of key PV components and reduce dependence on imported wafers and ingots.
After evaluating incentive packages and policy support from multiple states, Tata Power ultimately selected Odisha. Company officials stated that competitive electricity costs and fiscal incentives have enhanced the project's viability, and the location also offers logistical advantages for supply chain integration as well as access to a skilled local workforce. Tata Power added that investment in upstream solar manufacturing is a strategic priority for the company as India accelerates its renewable energy transition and seeks to build a resilient clean energy industrial base.
