In response to fuel supply issues in the city of Pucallpa in the Ucayali region, Minister of Energy and Mines Guillermo Shinno unveiled supporting measures. His ministry will issue a ministerial resolution declaring a state of emergency for oil and gas supply and allowing other existing storage tanks to be used primarily for diesel storage. Shinno stated that this move could increase local inventories from the current approximately 1.5 to 3 days to at least 7 days, thereby preventing speculative behavior in the region.
Minister of Economy and Finance Elmer Cuba noted that the international fuel situation has changed significantly since March, with crude oil prices rising from approximately $60 per barrel to $100 per barrel, an increase of nearly 60%. He explained that previously used broad-coverage mechanisms such as the fuel fund were flawed and ultimately subsidized large users. The administration has ruled out replicating similar approaches this time, opting instead for more refined targeted subsidies to channel funds to those who genuinely need them.
The President also announced nationwide subsidies for diesel used in large-scale cargo and passenger transport. In Metropolitan Lima and Callao, the existing mechanism will be maintained but subject to technical adjustments based on mileage-related indicators. For motorcycle taxi drivers and river transport operators, beneficiaries must register through a technical platform, after which payments will be disbursed by the Banco de la Nación.
