Huanxiting's RMB 1.536 Billion COP New Material Project Enters Environmental Impact Assessment Approval Stage
en.Wedoany.com Reported - On September 14, the Ningbo Municipal Ecological Environment Department publicly announced its proposed approval opinion on the environmental impact assessment document for the 27,500-ton-per-year cyclic olefin polymer (COP) new material project of Huanxiting New Materials (Ningbo) Co., Ltd. The project involves a total investment of RMB 1.536 billion and construction began on May 28 at the Ningbo Petrochemical Economic and Technological Development Zone. The project is implemented in two phases; Phase I plans to build a 5,000-ton-per-year COP resin production line and is scheduled for completion and commissioning in December 2027. Ningbo authorities had previously listed the project as a major project under Zhejiang Province's "Thousand Projects, Trillion Yuan" initiative.

According to the project's environmental impact assessment plan, the production base will build one 53,000-ton-per-year crude dicyclopentadiene purification unit, two norbornene derivative units with a combined capacity of 28,000 tons per year, and two cyclic olefin polymer units with a combined capacity of 27,500 tons per year. It will also be equipped with an 8,500-ton-per-year polydicyclopentadiene reaction injection molding resin unit, a 27,000-ton-per-year petroleum resin unit, and related utilities, storage and transportation, and environmental protection facilities. The project will extend from upstream dicyclopentadiene purification and cyclic olefin monomer preparation to COP resin production, forming a relatively complete raw material–monomer–polymer production chain.
Phase I of the project focuses on building a 5,000-ton-per-year COP resin production line, as well as a main substation, R&D building, warehouse, tank farm, pipe rack, and utility facilities, and is scheduled for completion and commissioning in December 2027. The subsequent Phase II will continue to expand COP capacity and configure key monomer production units. Public planning shows that the project's overall designed COP capacity reaches 27,500 tons per year, and Huanxiting plans to develop a supply capacity of ten-thousand-ton-scale COP resin and related materials in the subsequent industrialization process.
Huanxiting has previously completed the transition of COP technology from small-scale production to industrial base construction. In March of this year, the company's 30-ton-per-year COP production line in Nantong, Jiangsu, was commissioned, establishing key links including high-purity cyclic olefin monomers, catalysts, and resin synthesis. Two months later, the ten-thousand-ton-scale industrialization project in Ningbo officially broke ground. The Ningbo project is contracted by China Chemical Engineering Saiding Ningbo Company as the EPC general contractor and is the core project for Huanxiting to expand the scale of COP industrial production.
COP is a high-performance cyclic olefin polymer material featuring high light transmittance, low birefringence, low water absorption, and heat resistance. It is mainly used in optical lenses, AR/VR optical devices, biomedical packaging, semiconductors, and electronic materials. The Ningbo Petrochemical Economic and Technological Development Zone disclosed that one of the important conditions for the project's landing is the local ability to provide upstream raw materials and petrochemical industry support. Once completed, the project will further improve the park's high-end polymer new material industry chain.
