China's Heihe (Pedestrian) Port Passes National Acceptance, with an Annual Designed Passenger Capacity of 2.6 Million Person-Trips

en.Wedoany.com Reported - From September 21 to 22, an acceptance team composed of units including the National Port Management Office, the Ministry of Foreign Affairs, the General Administration of Customs, the National Immigration Administration, and the Joint Staff Department of the Central Military Commission conducted the national acceptance of the preparations for the opening of the Heilongjiang Heihe (Pedestrian) Port. The acceptance team conducted on-site inspections of the passenger inspection channels, temperature recheck rooms, monitoring and command center, and related supporting facilities, and held a national acceptance work meeting for the port opening. After all member units completed the centralized review, the relevant national departments, together with representatives of the Heilongjiang Provincial Port Office and the Heihe Municipal People's Government, jointly signed the acceptance minutes, and the Heihe (Pedestrian) Port passed the national acceptance.

The Heihe (Pedestrian) Port is located on Daheihe Island in Heihe City, Heilongjiang Province, adjacent to the existing Heihe water transport passenger inspection site, with Blagoveshchensk, the capital of Amur Oblast in Russia, on the opposite bank. Construction of the port began on July 18, 2019, and it was approved by the State Council for opening to the outside world on January 28, 2020. The port is an international year-round passenger (pedestrian) port, and personnel will enter and exit through the China-Russia Heihe–Blagoveshchensk cross-Heilongjiang River cableway.

Existing construction materials published by the Heihe Municipal Government show that the Chinese side of the pedestrian port covers a total area of about 84,000 square meters, with the joint inspection building having a floor area of about 30,300 square meters. It has 13 outbound and 13 inbound channels respectively, with an annual designed passenger capacity of 2.6 million person-trips. This national acceptance also included on-site research on the operational support conditions of the Heihe Highway Port and Water Transport Port, and inspections of the inspection, monitoring, and comprehensive support systems required for the pedestrian port to begin operation.

The Heihe–Blagoveshchensk cross-border cableway supporting the pedestrian port spans the Heilongjiang River, the boundary river between China and Russia. When the State Council approved the port opening, it was explicitly stated that personnel may enter and exit through this cross-border cableway. Early project plans show that about 60-meter-high steel structure towers are installed on both banks of the cableway, with a horizontal length of about 972 meters and a main span of about 720 meters. It adopts a double-line, double-load-bearing, single-haul reciprocating passenger aerial cableway, equipped with 2 cabins, each capable of carrying 110 people, with a designed maximum operating speed of 12 meters per second.

Heihe's existing cross-border port system includes the water transport port, highway port, and pedestrian port. The Heihe Highway Port passed national acceptance in 2021, opened for freight in 2022, and opened for passenger transport in 2024; after the pedestrian port completed national acceptance this time, the Chinese side's port inspection and operational support facilities reached a new opening preparation milestone.
