The scope of works covers architectural design, civil construction, exhibition facilities, and operational handover.

The pavilion is planned with one basement level and two above-ground levels of public space, featuring three interconnected courtyards, exhibition spaces distributed across three floors, and an auditorium. Supporting facilities include a visitor interaction area, food and beverage and retail spaces, a VIP reception area, office areas, back-of-house and technical rooms, as well as vertical transportation and building mechanical and electrical systems. The tender uses the Royal Institute of British Architects (RIBA) Stage 3 design deliverables as its basis, which are currently 60% complete, with the full design documents planned to be provided through tender addenda.
The main building construction also includes the building envelope, interior fit-out, plumbing and drainage, HVAC, electrical, information and communications technology, fire protection and security systems, as well as the installation of specialized lighting equipment. The contract also covers landscaping, public spaces, site utilities, and a digital immersive visitor experience system. The contractor is required to complete the installation of relevant equipment, system testing, commissioning, and operational handover.
