Brazil's ANP Approves Public Consultation on Sustainable Aviation Fuel Regulatory Rules

en.Wedoany.com Reported - On October 29, the board of directors of Brazil's National Agency of Petroleum, Natural Gas and Biofuels (ANP) approved the launch of public consultation and public hearing procedures on the supporting regulatory rules for the National Sustainable Aviation Fuel Program (ProBioQAV). The proposed rules cover the production certification, full life-cycle carbon emission accounting and market supervision of sustainable aviation fuel (SAF). Under the arrangement for this procedure, the public consultation period is 10 days, and the public hearing is scheduled to be held on November 18.

The draft regulation will specify the unit-energy full life-cycle greenhouse gas emission accounting values for different SAF production technology pathways and establish a domestic SAF certification system in Brazil. ANP will also be responsible for determining the carbon emission intensity benchmark for conventional fossil aviation fuel, which will be used for relevant certification and emission reduction accounting.

In accordance with Brazil's Fuel of the Future Law and its supporting provisions, ProBioQAV requires aviation operators to gradually reduce carbon emissions starting from 2027, with a first-year emission reduction target of 1%, rising to 10% by 2037. The Brazilian National Civil Aviation Agency (ANAC) is responsible for target implementation, monitoring and compliance verification by airlines.

The regulatory system involves SAF producers, importers, aviation fuel distributors, certification bodies and registry bodies. Eligible aviation fuel producers and distributors may undertake the blending of SAF with conventional aviation fuel, and the relevant products must meet certification requirements. The system also establishes a digital SAF sustainability certificate that records fuel producers, output, feedstock sources, blending ratios and carbon emission accounting data.
