Spain's Iberhidrógeno 25 MW green hydrogen plant receives environmental permit

en.Wedoany.com Reported - On October 27, the Regional Government of Castile and León, Spain, officially issued an environmental permit approving Iberhidrógeno's construction of the Iberlerma H2 green hydrogen production plant in Lerma, Burgos Province. The project is planned to be equipped with a 25 MW proton exchange membrane (PEM) water electrolysis hydrogen production unit, with an expected annual output of 2,000 to 4,000 tonnes of green hydrogen, and a site area of 78.18 hectares. This is an integrated environmental permit, and the project remains at the pre-construction approval stage.

The project's industrial facilities are planned to have a gross floor area of 13,290 square meters, including electrolytic hydrogen production, auxiliary systems, and hydrogen storage facilities. Among them, the hydrogen production system is designed with a hydrogen storage capacity of 2 tonnes, and the total hydrogen volume of the entire system is approximately 2.238 tonnes. The hydrogen production process will also generate oxygen, with an expected annual output of 31,152 tonnes, which according to the project plan may be vented or packaged for sale.

The plant is planned to be accompanied by a wind farm and a solar photovoltaic power station to supply power to the electrolyzers through self-generation for self-consumption, while retaining connection to the external power grid. According to the environmental documentation, the project's annual electricity consumption is approximately 133.968 million kWh, and supplementary power purchase agreements may be considered based on its own renewable energy generation capacity. The project's own wind and photovoltaic facilities are also at the planning stage.

The hydrogen production facility is expected to consume 87,600 cubic meters of water per year, mainly drawn from groundwater wells. The project includes water treatment and wastewater management facilities. The concentrated wastewater generated by the water treatment system is planned to be treated in two evaporation ponds, each with an area of 520 square meters. Under the permit requirements, no wastewater may be discharged into surface water bodies.

The environmental permit was issued by the regional competent authority through Order No. AGR/1098/2026 of 2026, signed on October 22 and officially published in the region's official gazette on October 27. The project had previously obtained an environmental impact assessment decision in November 2025. Under the latest permit requirements, the developer must commence operations within five years after publication of the notice, and must submit a responsible declaration confirming compliance with technical and environmental conditions and undergo an initial site inspection before commissioning.
