Topsoe of Denmark Secures Technology License Contract for 250 MW Blue Hydrogen Power Plant in the United States
en.Wedoany.com Reported - On October 29, French energy developer HDF Energy and Danish technology company Topsoe signed a technology license agreement, confirming that Topsoe will provide blue hydrogen production and carbon dioxide capture technology for the BaseBlue Power project in Texas, United States. The project plans to build a 250 MW fuel cell power generation facility, supported by a blue hydrogen production system with a daily output of approximately 400 tonnes, and is scheduled to begin supplying power to local data centers in 2030. The agreement has specified the hydrogen production process, technology licensing, and preliminary engineering design responsibilities.

Topsoe's scope under this contract includes licensing of the SynCOR autothermal reforming process technology, process design, basic engineering design, as well as the supply of related proprietary equipment and catalysts. The technical services cover the project's hydrogen production unit and carbon dioxide capture system. HDF Energy is responsible for advancing the development of the BaseBlue Power project and organizing the technical integration of the fuel cell power generation facility.
The hydrogen production system plans to use natural gas supplied from the Permian Basin in the United States as feedstock, producing hydrogen through autothermal reforming units. According to the development plan, the project is designed with a carbon dioxide capture rate exceeding 95%, with an estimated annual capture of approximately 1.1 million tonnes of carbon dioxide. In its concurrent project announcement, HDF Energy adopted a target capture rate of 98%; the relevant carbon emission figures are all project design targets.
The captured carbon dioxide will be compressed and transported via pipeline to underground storage facilities. The project plan incorporates hydrogen production, carbon capture, carbon dioxide transportation, and underground sequestration into the supporting construction scope. HDF Energy has currently partnered with industrial-grade fuel cell manufacturers for the 250 MW power generation configuration to finalize equipment scale, system integration, and supply arrangements.
The power generation segment plans to deploy proton exchange membrane (PEM) fuel cell systems with a total capacity of approximately 250 MW, fueled by the upstream hydrogen production units. The power generation facility will be directly connected to data center power consumption facilities in West Texas, adopting a behind-the-meter power supply configuration in accordance with the project plan. HDF Energy plans to begin providing commercial power services starting in 2030.
