Wedoany.com Report on Feb 2nd, Zhang Chuanwei, Chairman of Mingyang Electrical Group Co., LTD; Su Yong, Chairman of Vietnam's Xuan Kieu Group (parent company of XCE Energy Joint Stock Company); and Zhou Jiayi, General Manager of Power Construction Corporation of China,Ltd International's Asia-Pacific Region, held talks at Mingyang's global headquarters. They jointly established a strategic framework for China-Vietnam cross-border zero-carbon energy cooperation. The three parties plan to leverage cross-border synergies to invest in and construct an energy project cluster with a total scale of 6GW. This cluster will cover three major areas: offshore wind power, green hydrogen and green ammonia, and zero-carbon industrial parks, aiming to create a model for cooperation in the green energy transition between China and Vietnam.
Drawing on Mingyang Smart Energy's operational experience from its GW-scale wind power project in Guangxi, this project will be located in Vietnam's advantageous maritime areas to develop offshore wind resources. Leveraging Vietnam's open policy for private electricity sales, the project innovatively adopts a "direct power supply" model and connects with Singapore's "2GW Green Electricity Corridor," further broadening the scope of energy cooperation.
In terms of industrial chain expansion, the three parties will build a complete production chain of "green electricity - green hydrogen - green ammonia/green methanol" based on wind-generated green power. This will be equipped with energy storage systems, ensuring operational stability through an integrated "wind power, solar power, energy storage, hydrogen" solution. Concurrently, plans are in place to establish a zero-carbon industrial park in Vietnam, focusing on industries such as wind power, energy storage, and electrical equipment. The park will introduce heterojunction photovoltaic technology to achieve "self-generation and self-consumption, with surplus electricity fed into the grid" for the park's power needs. It will also promote the localization of core equipment manufacturing, such as blades, transformers, and power transmission and transformation equipment, forming a comprehensive manufacturing industrial chain.
Previously, Nguyen Duc Minh, General Director of XCE Energy Joint Stock Company, led a professional team, along with Power Construction Corporation of China,Ltd Zhongnan Engineering Corporation and Ports & Waterways Engineering Corporation, to Hainan. They conducted on-site inspections of facilities including Mingyang's Lingao 18.8MW/18.5MW test wind farm, the 200 Nm³/h ion membrane integrated hydrogen production station, and the Dongfang manufacturing base. They also witnessed the off-line and shipment ceremony of the first 14MW wind turbine for the Dongfang Longyuan Power CZ8 offshore project.
During the inspection, the leadership of the three parties actively implemented the outcomes of prior meetings, engaged in in-depth discussions on cooperation details, and formally signed a strategic cooperation agreement, laying a solid foundation for future deepened collaboration. This China-Vietnam cross-border zero-carbon energy project is expected to promote regional green energy development and strengthen international cooperation and exchange.
