Project Description : To appoint a panel of four "turnkey" electrical service providers (Engineering and Construction) for the Matatiele Local Municipality to provide electrical services, including any work requiring professional engineering expertise. Service providers must form a consortium involving electrical engineers and reputable contractors (with a CIDB rating of 4EP or higher). Contract Duration : Thirty-six (36) months Contract Type : Service Document Fee : 1000.00 South African Rand (non-refundable), payable to the Municipal Bank Account (Ned Bank 1011292106, Branch Code 198765), referencing the company name and tender number. Submission Address : Tender documents must be placed in a sealed envelope and deposited into the tender box located at Matatiele Local Municipality Mountain View BTO Offices R56. Tender Language : Tender documents must be written in English. Tender Currency : All quotations must be priced in South African Rand (ZAR). Pre-bid Meeting / Site Visit : Not explicitly required, but potential bidders are advised to familiarize themselves independently. Bid Evaluation Stages : Stage One: Functionality Assessment (100 points total, minimum threshold 80 points); Stage Two: Price and Specific Goals Assessment (using the 80/20 system). Functionality Assessment Criteria : Past Company Experience (30 points); Key Personnel (60 points); Indemnity Insurance (10 points); Total 100 points. Price Evaluation Formula : The 80/20 preference point system is used. Ps = 80(1 - (Pt - Pmin)/Pmin), where Ps is the price score, Pt is the bid price under consideration, and Pmin is the lowest acceptable bid price. Specific Goals : Price (80 points); HDI – Equity Ownership (6 points); Youth Enterprise 14-35 years (MLM) (6 points); Women – Equity Ownership (4 points); Disability – Equity Ownership (2 points); Rural Enterprise (MLM) (2 points); Total 100 points. Project Scope : Service providers must study existing electrical infrastructure and identify challenges; Determine the optimal technical implementation solution; Conduct necessary site tests to assist design; Develop safety protocols; Develop a compliance mechanism strategy; Prepare scoping reports, preliminary design reports, and detailed design reports; Prepare detailed construction drawings and supervise construction; Prepare detailed project completion reports, as-built drawings, and maintenance plans; Prepare and submit monthly progress reports to the client. Technical Specifications : All medium/low voltage lines must be constructed in accordance with Eskom Distribution Standards; Service providers must issue the grid after project completion; Electrical connections must be obtained from the supply authority. Specific Projects : Hebron (163 households); Sijoka (85 households); Mvényane (200 households); Sijoka (10km connection line); Total planned 448 households and 10km connection line. Material Requirements : All supplied construction materials must be new, and the year of manufacture must correspond with the year of installation. Professional Requirements : Bidders must be registered with the CIDB at a rating of 4EP or higher; Must submit ISO 9001:2015 / 9000 certificates; Professional Electrical Engineers must provide valid registration proof with the Engineering Council of South Africa (ECSA); Must provide proof of registration of the electrical company with the Department of Labour. Key Personnel : Must submit the proposed project team, CVs, and qualifications; At least 50% of directors must be registered as Pr. Eng with ECSA; Design team members should hold a Labour Intensive Construction Certificate Level 7; Health and Safety Officer must hold a Health and Safety Certificate or higher qualification, with 2+ years of experience; Contract Manager or Project Manager must hold a National Diploma in Electrical Engineering or higher and a SACPCMP certificate, with 5+ years of experience. Insurance Requirements : The bidding entity must hold proof of professional indemnity and public liability insurance issued by a reputable insurer, for an amount not less than R5,000,000.00 per single claim, with unlimited claims. |
