en.Wedoany.com Report, From March 18th to 21st, the 30% model review meeting for the wastewater treatment plant of Shaanxi Yulin Energy Fine Chemical Materials Co., Ltd.'s 1 million ton/year high-end chemical new materials project was successfully held at Beijing Mingzeyuan Environmental Engineering Co., Ltd. Deputy Chief Engineer Du Fangyan attended the meeting, along with relevant personnel from the Production Technology Department, Safety, Quality, and Environment Department, and senior industry experts who participated in the review.

The 30% model review directly determines the inherent safety, process reliability, and ease of later operation and maintenance of the facility. Centered on the core objectives of "on-time intermediate handover, high quality, and efficient control," the meeting required: First, to closely monitor milestones and accelerate progress. The EPC contractor needs to reverse-schedule the design plan, refine task division, and solidify responsibilities to ensure the project's on-time intermediate handover. Second, to strictly adhere to bottom lines and guarantee quality. It is necessary to leverage professional technical advantages and the role of industry expert think tanks, focusing on key points such as facility safety compliance and reasonable layout, to fortify the "first line of defense" for design quality. Third, to enhance communication and strengthen control. A bridge for "owner - EPC contractor"对接 should be established, implementing a dedicated resident liaison mechanism at the design institute to quickly resolve technical difficulties, design constraints, and other issues.

This review was closely integrated with core technical documents such as P&IDs, focusing on the accuracy of building dimensions, the rationality of building/structure layouts, the scientific arrangement of equipment and piping, the convenience of operation and maintenance, and compliance with safety and fire protection regulations, conducting systematic checks. After four days of intensive discussions, the review team identified and resolved potential issues such as layout conflicts and insufficient safety redundancy, forming multiple targeted and technically feasible optimization suggestions, providing strong support for the continuous improvement of the design plan.

The successful convening of this review meeting effectively consolidated consensus among all parties, broke through design bottlenecks, and clarified the path forward. In the next step, all parties will accelerate problem rectification and design optimization, laying a solid foundation for subsequent construction.

The 1 million ton/year high-end chemical new materials project of Shaanxi Yulin Energy Fine Chemical Materials Co., Ltd. is located in the Yushen Industrial Park, Yulin City, Shaanxi Province. As an important layout of Yulin Energy Group in the modern fine coal chemical industry, it aims to produce high-end and environmentally friendly chemical products. The total investment is as high as 96.7575 billion yuan, with environmental protection investment accounting for 54%, fully reflecting the company's emphasis on environmental protection. The total land area is approximately 119 hectares, of which the construction land area for this phase is 4 hectares, with 6 hectares reserved for future expansion.

The project will encompass multiple key facilities and engineering works, including a 400,000 ton/year DMTA unit, a 200,000 ton/year ethylene oxide unit, a 200,000 ton/year polyether water-reducing agent macromonomer unit, a 400,000 ton/year polycarboxylate water-reducing agent unit, a 250,000 ton/year hydrogen peroxide unit (calculated at 27.5% concentration), a 100,000 ton/year propylene oxide unit, an 80,000 ton/year acrylic acid unit, a 120,000 ton/year butyl acrylate unit, and a 400,000 ton/year acrylate emulsion unit, among others. It will also be equipped with corresponding public and auxiliary facilities. It is particularly noteworthy that the project will adopt the Dalian Institute of Chemical Physics' circulating fluidized bed methanol/toluene to aromatics co-production of low-carbon olefins technology, which is a significant technological breakthrough in the new chemical industry.

This project is not only an important step for Yulin Energy Group in exploring the development path of modern fine coal chemicals but also a key project for realizing industrial chain integration and transformation/upgrading. Simultaneously, it marks a substantial step for Yulin City's coal chemical industry, after more than twenty years of development, towards a transformation characterized by "high-end, diversification, and low-carbonization."
