This marks the transition of the major project with a total investment of 9.86 billion yuan from preliminary preparation to a high-speed construction phase.
At the signing ceremony, Shi Lei, Party Committee Secretary and Executive Director of Yulin Coal Chemical Company, attended in person, and Vice General Manager Gao Qingfu presided. The project construction headquarters signed contracts with two "national team"-level general contracting units: Sinopec Shanghai Engineering Co., Ltd. and Hualu Engineering & Technology Co., Ltd.

Construction Content: The project construction plan has been adjusted from the original vinyl acetate, ethyl acetate, and EVA to 300,000 tons/year vinyl acetate, 30,000 tons/year ultra-high molecular weight polyethylene, 50,000 tons/year vinyl oil, 50,000 tons/year α-olefin, and 100,000 tons/year POE. It is worth noting that the vinyl acetate plant will construct two sets of 150,000 tons/year ethanol conversion units and one set of 300,000 tons/year vinyl acetate synthesis unit, all adopting Sinopec technology. The revised product line targets more high-end application fields.
POE, namely Polyolefin Elastomer, is hailed as "industrial gold" within the industry and plays a key role in strategic emerging industries such as photovoltaics and new energy vehicles. Currently, the Chinese market heavily relies on imports.
Upon completion, the project will form China's only full industry chain from coal to POE, filling the gap for high-end fine coal chemical new materials products in Northwest China.
For Yanchang Petroleum, this is a crucial step in transforming from "oil dominance" to a "tripartite balance of oil, gas, and coal." For Yulin Coal Chemical, this project is the core support for realizing the development strategy of "complementing, strengthening, and extending the industrial chain" and promoting industrial transformation and upgrading.
The utility and auxiliary facilities are likened to the project's "power heart," and their design quality directly impacts the long-term stable operation of the main units. The design kick-off meeting held in Xi'an clarified specific requirements, including prioritizing safety and environmental protection, adopting advanced and economically rational technology, and establishing an efficient collaborative framework.
As the coal resources in northern Shaanxi undergo a series of chemical reactions and ultimately transform into cutting-edge materials applied in fields like photovoltaics and aerospace, this traditional energy "Golden Triangle" is undergoing a quiet yet profound industrial transformation.
