Granite Regional Vice President Larry Camilleri stated, "Granite was selected as the CM/GC in 2018, with construction on the first segment beginning in 2020. Over the past seven years, Granite has reached agreement on 13 construction contracts—seven mainline projects and six 'parallel' projects. We are proud to participate in this project alongside the Santa Barbara County Association of Governments and Caltrans, completing the final mainline segment along this 11-mile corridor."

Granite's Santa Paula hot mix asphalt plant will supply 15,700 tons of hot mix asphalt, and an on-site batch plant will utilize aggregates from its Bee Rock quarry to produce approximately 7,000 cubic yards of concrete. Granite will also use a mobile crusher to produce approximately 30,000 tons of recycled aggregate base on-site. The project is scheduled to commence in April 2026 and is expected to be completed by December 2028.
