The Commission recommended that South Africa's Minister of Trade, Industry and Competition, Parks Tau, maintain the existing anti-dumping duties. According to the recommendation, the duty rate for Indonesia is 34.6%, and for Thailand is 45%. These rates will apply to all relevant imported products, except for those manufactured by PT Siam-Indo Gypsum Industry of Indonesia.
Gypsum board is a building material primarily made from gypsum, classified under customs tariff heading 6809.11, and is widely used in interior partition walls, suspended ceilings, and other architectural decoration applications. The application for maintaining this anti-dumping duty was submitted by Saint-Gobain Construction Products South Africa and supported by Etex South Africa Building System.
The anti-dumping duty was initially imposed on August 28, 2020, for a period of five years. According to South Africa's anti-dumping regulations, if a sunset review is initiated before the duty expires, the duty remains in effect until the review is completed. On August 20, 2025, ITAC formally initiated the sunset review. During the investigation, ITAC received no responses from any importers, producers, or exporters. The final determination concluded that terminating the anti-dumping duty would likely lead to a recurrence of dumping, causing material injury to the Southern African Customs Union (SACU) industry.
