A consortium led by China Energy Engineering International Construction Group Co., Ltd., China Energy Engineering Group Guangdong Electric Power Design Institute Co., Ltd., and China Energy Engineering Group Guangdong Huo Power Engineering Co., Ltd. serves as the general contractor, responsible for the plant's engineering, procurement, and construction. All electricity generated by the plant will be purchased by the Emirates Water and Electricity Company (EWEC).

Karim Amin, Member of the Global Executive Committee of Siemens Energy, stated that the global energy system is facing continuously growing demand while needing to balance reliability and flexibility, highlighting the increasingly prominent supporting role of dispatchable gas-fired power generation. The SGT5-9000HL gas turbine and SST5-5000 steam turbine will be manufactured in Germany, in Berlin and Mülheim; the SGen5-3000W and SGen5-2000P generators will be manufactured at the Charlotte, USA, factory.
