In order to implement the relevant requirements of laws, regulations, and policies such as the Energy Law of the People's Republic of China and the Notice of the National Development and Reform Commission, the Ministry of Finance, and the National Energy Administration on Achieving Full Coverage of Green Electricity Certificates for Renewable Energy and Promoting the Consumption of Renewable Energy Electricity (Fa Gai Neng Yuan [2023] No. 1044), accelerate the establishment of a mechanism to promote green energy consumption, further deepen the full coverage of the issuance of Renewable Energy Green Electricity Certificates (hereinafter referred to as GECs), and promote the high-quality development of the GEC market, the following notice is hereby given regarding the promotion of GEC issuance for non-public grid renewable energy power generation projects (hereinafter referred to as non-public grid projects).
I. The non-public grid projects referred to in this notice refer to renewable energy power generation projects that are not directly connected to the public grid, including off-grid projects and grid-connected projects connected to the user-side internal network (or within projects such as direct green electricity connection).
II. GEC issuance for non-public grid projects where basic data is collected and submitted by grid enterprises and power trading institutions. Referring to the requirements for the installation of metering devices for power generation projects in documents such as the Notice of the National Development and Reform Commission and the National Energy Administration on Improving the Price Mechanism to Promote the Local Consumption of New Energy Power (Fa Gai Jia Ge [2025] No. 1192), the Notice of the National Development and Reform Commission and the National Energy Administration on Matters Concerning the Orderly Promotion of the Development of Direct Green Electricity Connection (Fa Gai Neng Yuan [2025] No. 650), and the Notice of the National Development and Reform Commission and the National Energy Administration on Matters Concerning the Orderly Promotion of the Development of Multi-User Direct Green Electricity Connection (Fa Gai Neng Yuan [2026] No. 688), for non-public grid projects where grid enterprises install electricity metering devices to accurately measure electricity data at each stage, the GEC issuance, transfer, and cancellation procedures are consistent with those for public grid projects. The Beijing, Guangzhou, and Inner Mongolia Power Trading Centers shall collect and submit basic data to the National GEC Issuance and Trading System in accordance with the relevant data interface requirements for GEC issuance, and GECs shall be issued after review.
III. GEC issuance for non-public grid projects where basic data is submitted by the project owner (including entrusting the non-public grid operating entity to submit). For non-public grid projects where grid enterprises do not install electricity metering devices and collect electricity data, the relevant entities shall collect and submit electricity data according to the procedures (see annex), and GECs shall be issued after review. The data submitting entity shall retain relevant materials for at least 5 years for future reference.
IV. All dispatched institutions of the National Energy Administration and provincial energy authorities shall, according to their respective responsibilities, ensure effective coordination of work such as project registration and card establishment, electricity data collection, and GEC issuance, and conduct interim and ex-post supervision; priority shall be given to the issuance of GECs for non-public grid projects related to key energy-consuming industries and enterprises subject to the assessment of the minimum proportion target for renewable energy consumption. The Renewable Energy Information Management Center shall provide technical support and guarantee for project registration and card establishment, as well as GEC issuance and transfer.

Workflow for GEC Issuance for Non-Public Grid Projects Where Data is Submitted by the Project Owner
I. Project Registration and Card Establishment
The owner of a non-public grid project shall complete project registration and card establishment based on the principle of one project corresponding to one power generation account number (electricity collection unit). For projects approved in the form of packages or phased commissioning, individual sub-projects or individual phases shall have separate power generation account numbers.
II. Credit Commitment
The owner of a non-public grid project shall make a credit commitment and upload the commitment letter through the National GEC Issuance and Trading System, subject to public supervision.
III. Electricity Data Collection
The owner of a non-public grid project shall fill in the basic data for GEC issuance and relevant supporting materials through the electricity declaration module of the National GEC Issuance and Trading System (hereinafter referred to as the manual filling method). Where conditions permit, the owner may also, by itself or by entrusting the connected non-public grid operating entity, build a data collection interface with the National GEC Issuance and Trading System to batch fill in the basic data for GEC issuance and relevant supporting materials (hereinafter referred to as the interface collection method).
(1) Data Submission
1. When submitting data and materials via the manual filling method, basic data such as the code of the electricity metering device for the non-public grid project, the year and month of electricity generation, the on-grid electricity (i.e., electricity sent to the public grid), and the self-consumed electricity (including electricity consumed by the project owner and green electricity consumed by other users on the user side) shall be provided as required.
2. When submitting data and materials via the interface collection method, basic data shall be provided according to the data collection list requirements in the Notice of the General Department of the National Energy Administration on Organizing Incremental Distribution Networks and Local Grid Enterprises to Carry Out Data Collection Related to GEC Issuance (Guo Neng Zong Tong Zi Zi [2024] No. 108), and extended data on project information, electricity metering device information, electricity information, power user information, and green electricity consumption information shall be provided as needed for GEC issuance and transfer. The information system submitting data via the interface collection method must meet the interface technical specifications and relevant security management requirements.
3. On-grid electricity shall be reported based on the settlement voucher from the public grid enterprise, and the on-grid electricity can be zero. Self-consumed electricity can be reported based on the total generation minus the on-grid electricity.
(2) Calibration certificates for metering devices measuring generation, self-consumed electricity, etc., issued by a statutory electric energy metering verification institution (uploaded periodically according to the validity period of the calibration certificate).
(3) For projects with an electricity settlement relationship with the public grid (i.e., on-grid electricity greater than 0), a settlement certificate provided by the public grid shall be submitted.
IV. Data Verification
(1) The National GEC Issuance and Trading System shall automatically perform a reasonableness check on the submitted data and flag unreasonable data.
(2) The Renewable Energy Information Management Center shall verify the data flagged as unreasonable by the system and perform a formal check on other data and materials; data that does not meet the requirements shall be returned, along with the reason for the return.
V. Review and Issuance
For basic data that passes the verification, GECs shall be issued after review by the Qualification Center of the National Energy Administration. Among these, on-grid electricity shall be issued tradable GECs, and the remaining electricity shall be issued non-tradable GECs.
VI. GEC Transfer
After GECs are issued, if there is a need to transfer non-tradable GECs, the power user information and green electricity consumption information, as well as the electricity settlement certificate between the non-public grid project and the power user, shall be provided. The electricity settlement certificate shall include the electronic signature of the non-public grid project owner and the electronic signature of the power user. Based on the submitted data and materials, the Qualification Center of the National Energy Administration, relying on the National GEC Issuance and Trading System, shall transfer the GECs to the GEC account of the power user.
VII. Dispute Resolution
If there is a dispute regarding the GEC issuance result, the disputing party shall upload relevant supporting materials and propose a handling suggestion. The dispatched institution of the National Energy Administration shall verify the information and propose a handling opinion. The relevant project owner, grid enterprise, and power trading institution shall cooperate in the verification work. The Qualification Center of the National Energy Administration shall review and confirm the matter, make a decision, and provide feedback to the disputing party.
VIII. Ex-Post Verification
The dispatched institution of the National Energy Administration shall supervise the authenticity of the GEC issuance data based on the credit status of the project owner. If data submission quality issues are verified, corrective action shall be ordered; if corrective action is refused, the GEC issuance and transfer for the relevant project shall be suspended; for relevant entities involved in violations of laws or disciplines such as data falsification, the matter shall be transferred to the disciplinary inspection or public security authorities according to procedures.
