XLSmart and Tencent Cloud Complete AI-Driven Cloud Migration of 1,200 Microservices

This project is part of XLSmart's long-term digital modernization strategy following the merger of XL Axiata and Smartfren, and is the industry's first practice to leverage AI to enhance the efficiency of large-scale cloud migration processes. As a strategic technology partner, Tencent Cloud provided various AI solutions to support each phase of the migration. Ultimately, 1,200 microservices, 1,100 APIs, and 900 business interfaces were successfully migrated to the new public cloud environment without any downtime. Additionally, over 15 TB of core enterprise data assets were securely transferred.

Poshu Yeung, Senior Vice President of Tencent Cloud and Head of Tencent Cloud International, stated that the various AI capabilities developed during the project have now been integrated into a reusable cloud migration platform, which can be used for similar future projects. XLSmart was officially established in April 2025 through the merger of XL Axiata and Smartfren. This company, jointly owned by the Sinarmas Group and Axiata Group, currently serves over 69 million customers in Indonesia through mobile services, home broadband, and enterprise digital solutions.

As post-merger integration progressed, XLSmart faced the challenge of integrating complex technical infrastructure. Over 60 core applications and 1,200 microservices were distributed across different multi-cloud platforms, making centralized operational management difficult. To address these challenges, the company launched a strategic cloud transformation project in December 2025. Unlike traditional cloud migration methods, XLSmart conducted a comprehensive assessment of the existing system architecture, analyzing each component to determine whether it needed to be retained, modified, or optimized.

The project's complexity was further increased by the involvement of over 10 third-party vendors, requiring cross-organizational and cross-language coordination within a relatively short timeframe. To accelerate the process, Tencent Cloud integrated AI technology throughout the entire migration cycle, including service identification, architecture analysis, cloud environment deployment, migration process, cutover, and post-implementation system monitoring. During the project, Tencent Cloud developed over 20 cloud migration "skills," powered by CodeBuddy (an AI software agent) and WorkBuddy (the company's proprietary AI workspace platform), which helped automate tasks that previously required months of manual effort.

One AI capability could scan environments across accounts and automatically map hundreds of legacy resource specifications to Tencent Cloud configurations. Another capability could analyze discovered technical assets, identify application architectures, and then generate complete Low-Level Design (LLD) documents with visual diagrams in a short time. This approach reduced previously manual administrative work, allowing engineering teams to focus more on system validation and design optimization. Tencent Cloud also provided various other tools, including Terraform conversion, SDK adaptation, and automated cutover playbook generation used during the system cutover process.

In addition to AI technology, Tencent Cloud provided over 20 core products to support XLSmart's operational needs. These solutions include database services, container platforms, security systems, and intelligent advisors. The company also developed over 200 additional features to ensure compatibility with various global technology ecosystems and the cloud needs of Indonesian users. One implemented solution was Database Claw, an agent-based AI platform designed to improve database management and operational efficiency.
